Baldwin, Tammy 2Wisconsin D2018Senator Tammy Baldwin understands the importance of climate action as a top priority issue. As a member of the Senate Special Committee on the Climate Crisis, the Senator helped released a comprehensive report on the climate crisis titled “The Case for Climate Action: Building a Clean Economy for the American People.” in a press release on the report, Senator Baldwin stated, "Let there be no doubt, climate change is a real, immediate and growing threat to national security, public health and our economy. The longer we fail to act, the more costly climate change will be... Local communities need help building more resilient infrastructure to withstand the next extreme weather event and we have a plan to provide that support. Our agricultural economy also has a lot to lose if we don’t act on climate change. That is why we need to support the innovative practices that farmers are already doing to be part of the solution and generate new economic growth for rural communities. Taking bold action to confront climate change is an urgent economic necessity for us in Wisconsin and building a clean economy will make our state stronger.”100Senator Tammy Baldwin has demonstrated leadership by advocating for climate action. Senator Baldwin co-wrote a letter to then-President-elect Biden with 23 other U.S. Senators calling for strengthened regulations on methane emissions. According to a press release, the letter stated, "To counter the harmful effects of these rollbacks and address the climate crisis, strengthened new source standards, and the extension of regulations to include existing sources must be implemented as soon as possible.” The Senator also makes prominent public statements on the issue. In a Facebook post regarding a 2019 Senate Democrats’ Special Committee on the Climate Crisis hearing "on how we can take action now to help communities rebuild infrastructure after severe weather to be more resilient and better withstand the next disaster" in which she was the chairwoman, the Senator stated, "The longer we fail to #ActOnClimate, the more costly it will be for local communities. I look forward to hearing from La Crosse Mayor Kabat and other experts at today’s hearing on how we can work together to find solutions and combat the costs and risks of the #ClimateCrisis." The Senator makes climate change a top priority issue. According to a 2020 press release announcing her support for The Clean Economy Act, which would put the U.S. on a path to net-zero emissions by 2050, the Senator stated, "The Clean Economy Act will help confront the climate crisis by aiming to achieve net-zero greenhouse gas emissions by 2050. I’m proud to support this effort because taking bold action on climate change is not just an environmental goal for Wisconsin, it is an urgent economic necessity."100Senator Tammy Baldwin supports a U.S. fee on carbon but does not advocate for it. Senator Baldwin voted against S.Amdt.928 to (S.Con.Res.11), which would have established a deficit-neutral reserve fund to protect the United States from an energy tax.7593.75https://www.baldwin.senate.gov/press-releases/climate-report https://www.baldwin.senate.gov/press-releases/baldwin-senate-democrats-call-for-strengthened-regulations-of-methane-emissions-from-oil-natural-gas-production https://www.baldwin.senate.gov/press-releases/climate-hearing-on-extreme-weather-from-climate-change https://www.facebook.com/senatortammybaldwin/posts/10157858073727140?__xts__[0]=68.ARDfaWjhY4E4LEzYcn91axxjgeHL97rAwsHqrTx8tBUdWuhICHrm0dqx2zlVhKRwdU54DLWceHxSOyTJyA1Zo4ZPNdQE04fnaMEOhC_z-bGKftJ1ZAIijsGw7VeYf4YV5qbbhuw3cgRXLNao3Bm7EcjURKG4LAeu079B_9ZKdSAoDGexg-v4ZtIBqz7xesjY9NvDeJgYpGkwp6HaB0fixv4eXeFXR3srcyJN_V1wxflhvrcyOFb75hUcN65MammBi2Xr4p9TMWNBZAQElfFMwI6LM_vXE8NK1nx5Tr7h_bax5pxhMHwkhhDWmCKDjlYhLwphHX538AFuLZ36im6PiP9VV1A0ye_xvcPE1D4sH2Mwvf33abrDDTaNh1TCgZc8gw36aYywOrP0gf5fDXxeBnXAj3r7anh9zH2ScWB4bctbtsgyVNWXRPL9xoyUK015PQ5l6y5SIwmXv7bFpD8vtS1MDNDBz3_LIyEmWqLjhbFDxgSekZ_j https://www.baldwin.senate.gov/press-releases/us-senator-tammy-baldwin-helps-introduce-legislation-to-achieve-net-zero-greenhouse-gas-emissions https://www.congress.gov/amendment/114th-congress/senate-amendment/928?s=a&r=1Roe
Barrasso, John 3WyomingR2018Senator John Barrasso disagrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. According to a 2019 article published by the 'Washington Examiner,' it states, "'I agree with the science,' said Barrasso, the chairman of the Environment and Public Works Committee, in a rare sit-down interview in his office. 'I disagree with the solutions Democrats are proposing in terms of this alarmist view. Is it a concern? Yes. But it's not a crisis.' Asked to describe his position further, Barrasso would not concede human use of fossil fuels is the leading cause of climate change, as the majority of scientists say. 'I am not willing to say that. I am willing to say humans are contributing to the problem, and we have a responsibility to work toward a solution that's global,'"0Senator John Barrasso demonstrates a lack of leadership with public statements, advocacy or votes against climate action. According to a 2020 article published by 'E&E News,' the Senator was quoted stating, "Innovation — not government regulations and taxes — is the best way to address climate change." According to a 2019 article published by the 'Washington Examiner,' it states, "He teamed up with Whitehouse last year on legislation signed into law by President Trump extending and expanding an essential tax credit to help build carbon capture projects." However, in the same article, The Senator also stated, "'I am against taxes on all this sort of stuff,' Barrasso said. 'Look at what the dangerous Democrat socialist policies are. It's the Green New Deal.'" Lastly, In a 2018 op-ed written by the Senator and published by 'The New York Times,' he states, "As chairman of the Senate Environment and Public Works Committee, I am working across party lines to support the development of new technologies that will further decrease America’s carbon emissions." 0Senator John Barrasso makes public statements or advocates against putting a U.S. fee on carbon. According to a 2020 article published by 'E&E News,' it states, "A longtime opponent of carbon taxes and cap-and-trade measures." Senator John Barrasso was a co-sponsor of (S. Res 472) a 2016 resolution, which would have expressed the sense of the Senate that a carbon tax would be detrimental to the economy of the United States.00https://www.washingtonexaminer.com/policy/energy/wyoming-republican-john-barrasso-is-closing-the-distance-on-climate-change https://www.eenews.net/stories/1063720101 https://www.nytimes.com/2018/12/18/opinion/climate-carbon-tax-innovation.html https://www.congress.gov/bill/114th-congress/senate-resolution/472/cosponsors?r=56&s=1&searchResultViewType=expandedRoe
Bennet, Michael 2Colorado D2022Senator Michael Bennet understands the importance of climate action but not as a top priority issue. According to his climate change plan on his website, Senator Bennet states, "Climate change is a global crisis that we must confront now... We need bold action and enduring solutions. America’s Climate Change Plan will reduce emissions in line with the most aggressive targets set by the world’s scientists and achieve 100 percent clean, net-zero emissions as soon as possible, and no later than 2050." However, Senator Bennet "believes in an all-of-the-above strategy that transitions Colorado to cleaner sources of energy while growing the economy... He has fought to retain wind and solar tax credits and led bipartisan legislation to clean up coal emission from plants and expand the market for liquefied natural gas." "All of the above,” requires the continued burning of fossil fuels.75Senator Michael Bennet website and position papers advocate for climate action but not as a top priority issue. According to his website, Senator Bennet "knows climate change is not a problem we can push off to the next generation... Increasing carbon pollution is threatening the health of our children. Michael believes in a comprehensive approach to combat climate change that includes common sense actions to reduce carbon pollution." However, according to 'Inside Climate News,' "The problem he faces is squaring that with an ambivalent record on fossil fuels. His support for Keystone was not an anomaly: Bennet has been supportive of fossil fuel development generally, especially natural gas, such as his support for the Jordan Cove pipeline and natural gas export terminal project in Oregon. In a 2017 op-ed in USA Today, Bennet wrote that saying no to responsible production of natural gas—which emits half the carbon of the dirtiest coal and is the cleanest fossil fuel—surrenders progress for purity.” "All of the above,” requires the continued burning of fossil fuels.75Senator Michael Bennet has no known or an inconsistent position on a U.S. fee on carbon. According to the 'Washington Post,' when asked "Would you support setting a price on carbon, such as with a carbon tax or cap-and-trade?," Senator Bennet stated, "There are a variety of tools we can use to reduce greenhouse gas emissions. I think we should include the country in making that decision, rather than making it from Washington” and was placed under the "Open To It" section of the article. However, according to 'Politico,' "Bennet’s [climate] plan aims to put the nation on a path to net-zero greenhouse gas emissions by 2050 or earlier, but it does not outline specific policies such as a carbon tax or clean energy mandates." Senator Bennet voted against S.Amdt.928 to (S.Con.Res.11), which would have established a deficit-neutral reserve fund to protect the United States from an energy tax.5075https://michaelbennet.com/climateplan/ https://www.bennet.senate.gov/public/index.cfm/clean-energy https://www.bennet.senate.gov/public/index.cfm/climate-change-environment https://insideclimatenews.org/news/24062019/michael-bennet-climate-change-global-warming-election-2020-candidate-profile/ https://www.washingtonpost.com/graphics/politics/policy-2020/climate-change/carbon-tax/ https://www.politico.com/story/2019/05/20/michael-bennett-2020-election-climate-change-1334407 https://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?congress=114&session=1&vote=00103 https://www.bennet.senate.gov/public/index.cfm/2022/6/bennet-statement-on-supreme-court-s-decision-to-overturn-roe-v-wadeSupports Roe
Blackburn, Marsha 1TennesseeR2018Senator Marsha Blackburn disagrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. According to 'Business Insider,' Senator Blackburn stated, "Of course you can be a believer in clean air and clean water and realize that when you work at global warming or climate change, as it is now popularly called, that it is cyclical and you have to look at it in terms of centuries, not in terms of decades... And the science around that is not a settled science.”0Senator Marsha Blackburn demonstrates a lack of leadership with public statements, advocacy or votes against climate action. According to 'Time,' in a debate with actor Bill Nye the Science Guy on climate change, Senator "Blackburn maintained that there is no consensus in the scientific community about global warming, pointing to two vocal dissenters, Richard Lindzen of MIT and Judith Curry of Georgia Tech, who claim that humans are not causing climate change."0Senator Marsha Blackburn makes public statements or advocates against putting a U.S. fee on carbon. Senator Blackburn cosponsored a 2018 resolution by Rep. Steve Scalise that would have expressed the sense of Congress that a carbon tax would be detrimental to the United States economy (H. Con. Res. 119), while then a member of the U.S. House. Senator Blackburn was not in Congress to vote on S.Amdt.928 to (S.Con.Res.11), which would have established a deficit-neutral reserve fund to protect the United States from an energy tax. 00https://www.businessinsider.com/chris-cuomo-marsha-blackburn-climate-change-2016-12 https://time.com/7975/bill-nye-global-warming-marsha-blackburn/ https://www.congress.gov/bill/115th-congress/house-concurrent-resolution/119/cosponsors?r=26&s=1&searchResultViewType=expanded https://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?congress=114&session=1&vote=00103Roe
Blumenthal, Richard 2Connecticut D2022Senator Richard Blumenthal understands the importance of climate action but not as a top priority issue. According to his website, Senator Blumenthal stated, "I support efforts to end wasteful and unnecessary tax subsidies for oil and gas companies and agree we should redirect that money to support the development of clean, renewable sources of energy... Protecting the environment and addressing climate change will always remain a top priority. Anyone who questions whether Congress must act on these issues needs not look beyond the recent rash of unprecedented severe weather events that have devastated communities across the country." However, according to the 'Yale Center for Business and the Environment,' "The Senator stated that while fracking presents potential perils, which necessitate safeguards, the potential for more natural gas is a real opportunity."75According to the 'Yale Daily News,' regarding the Green New Deal, it stated "the bill has 11 co-sponsors in the Senate, including... Blumenthal." Senator Blumenthal further stated, "Climate change is an existential crisis... This resolution affirms our commitment to developing a long overdue, comprehensive plan to tackle the devastating effects of climate change, create thousands of high-paying jobs in the renewable energy sector, and address the disparities in communities disproportionately affected by pollution." Senator Blumenthal also makes prominent public statements on the issue. According to 'Westchester and Fairfield County Business Journals,' Senator Blumenthal stated, "staying in the [Paris Climate] accord is essential to an American commitment to preserving the environment, clean air, and water, but most of all, saving the planet from the continuing effect of climate change and global warming.” Senator Blumenthal makes climate change a top priority issue. According to 'Congress.gov,' Senator Blumenthal cosponsored a bill titled, "A joint resolution calling on the United States and Congress to take immediate action to address the challenge of climate change." Senator Richard Blumenthal has demonstrated leadership by advocating for climate action. 100Senator Richard Blumenthal supports a U.S. fee on carbon but does not advocate for it. Booker, Cory2New JerseyD2020Senator Cory Booker understands the importance of climate action as a top priority issue. On the Senator's, 'Energy and Environment,' page, it states, "Climate change is a pressing economic and national security crisis that especially threatens coastal areas in New Jersey. By even conservative estimates, New Jersey can expect to see a foot and a half of sea-level rise by 2050 if no action is taken. In addition to posing serious problems to our country as a whole, the effects of climate change disparately affect more vulnerable, lower-income communities."100Senator Booker has demonstrated leadership by advocating for climate action. During the July 31st Democratic Debate, hosted by CNN, the Senator stated, "Climate change is not a separate issue. It must be the issue and the lens with which we view every issue." Senator Booker also makes prominent public statements on the issue. While campaigning in Iowa, the presidential candidate was asked a question regarding the practicality of the Green New Deal, in which he answered, "When the planet has been in peril in the past, who came forward to save Earth from the scourge of Nazism and totalitarian regimes? We came forward! Who came forward to save the planet, or continents, from financial ruin? We came forward with the Marshall Plan. Our history is standing up and saying, look, humanity is in crisis, America is going to be the light and the hope." The Senator makes climate change a top priority issue. On the Senator's presidential campaign website, it states, "Climate change is not some distant threat — we’re witnessing many of its effects today. And the immediate burden of much of the pollution causing climate change is disproportionately borne by low-income communities and communities of color." 100Senator Booker publicly supports and advocates for a U.S. fee on carbon. In an interview with the New York Times, when asked if he supported a carbon fee, he stated, "A federal price on carbon should be one part of a comprehensive response by the federal government to the threat of climate change. The proceeds should be paid out as a dividend in a progressive way that ensures that our climate policies are also reducing inequality and not burdening everyday families.” In 2015 the Senator voted against S.Amdt.928 to (S.Con.Res.11), which would have established a deficit-neutral reserve fund to protect the United States from an energy tax.100100https://www.booker.senate.gov/?p=issue&id=70 https://twitter.com/CoryBooker/status/1164554913109688320 https://corybooker.com/issues/climate-change-environmental-justice/ https://www.realclearpolitics.com/video/2019/02/08/cory_booker_green_new_deal_is_like_defeating_the_nazis_or_going_to_the_moon.html https://www.nytimes.com/2019/04/18/us/politics/climate-change-2020-democratic-candidates.html https://www.congress.gov/amendment/114th-congress/senate-amendment/928?s=a&r=1 https://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?congress=114&session=1&vote=00103Roe
Boozman, John 2Arkansas R2022Senator John Boozman disagrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. According to a 2013 article in 'The Guardian,' Senator Boozman stated, "Well I think that we've got perhaps climate change going on. The question is what's causing it. Is man causing it, or, you know, is this a cycle that happens throughout the years, throughout the ages. And you can look back some of the previous times when there was no industrialization, you had these different ages, ice ages, and things warming and things. That's the question."0In a 2014 YouTube video titled "EPW Committee Reviews President's Climate Regulation Plan" on Senator Boozman's YouTube channel, he states, "the question is not whether greenhouse gases trap heat, they do, the question is whether current climate science can predict and adequately explain the complexity of climate change." Also, according to his website, Senator Boozman states, "I had the opportunity to visit the Arctic National Wildlife Refuge, our nation’s largest untapped field of oil... I have supported opening this area up to energy production... I am onboard with an ‘all-of-the-above’ approach for a long term solution to our energy needs. However, a real ‘all-of-the-above’ approach would include increased drilling at home." “All of the above,” requires the continued burning of fossil fuels. Braun, Mike 1Indiana R2018Senator Mike Braun understands the importance of climate action but not as a top priority issue. According his website, Senator Braun stated, "I'm not afraid to talk about climate change... We're obviously pumping more CO2 into the air, and there's a thing called the greenhouse effect."75According to 'IndyStar,' when introducing "the first-ever bipartisan caucus dedicated to climate solutions in the Senate," Senator Braun stated, "If you are not accepting the basic chemistry and physics that putting carbon in the air creates a greenhouse gas effect, then this is not the right place to be." According to the 'Courier & Press,' Senator Braun "joined with Democrats to introduce the Growing Climate Solutions Act which would help farmers, ranchers and landowners who use carbon dioxide-absorbing practices to take part in greenhouse gas credit markets." “I think there have been a lot of Republicans in the closet on climate,' Braun said of his efforts to recruit others to the group he rolled out in October with Sen. Christopher A. Coons (D-Del.),'" according to The Washington Post. They wrote, "In the interview, the senator outlined an ambitious timeline to raise GOP awareness on climate change as the country’s 'next biggest issue.'” Senator Mike Braun's website and position papers advocate for climate action, but not as a top priority issue. 75Senator Mike Braun has no known or an inconsistent position on a U.S. fee on carbon. According to his website, Senator Braun "said he is open to the idea placing a price on carbon — though he is not sure whether Congress should set up a cap-and-trade scheme or a tax on emissions." Britt, Katie 0AlabamaR2022On her official campaign website, Senate candidate Britt states, "I support an all-of-the-above energy approach that prioritizes affordability, reliability and security. This means fully utilizing low-cost, American-made (and Alabama-made) generation such as coal, natural gas, nuclear, hydropower and biomass...I am ready to lead the fight against the so-called Green New Deal...I also proudly say this: Coal counts. I will back all of our state’s energy jobs, including our hardworking coal miners. We cannot allow Green New Deal pipe dreams to destroy jobs and communities here at home." Her support for 'all of the above' approach to generating energy is not truly climate friendly and remains counterproductive to meeting zero carbon emissions. Additionally, her 'proud' support for coal and other fossil fuels proves her indifference towards environmental sustainability. Candidate Katie Britt disagrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. 00 Candidate Katie Britt has no known, or an inconsistent position on a U.S. carbon fee.507.5https://www.katiebrittforsenate.com/issuesOpposes Roe
Brown, Sherrod 3Ohio D2018Senator Sherrod Brown understands the importance of climate action as a top priority issue. According to his website, Senator Brown stated, "The science is clear: Climate change is real, man-made, and happening now. And yet this administration continues to do all it can to roll back the progress we’ve made in fighting climate change and its disastrous effects." Also, according to his Twitter page, @SenSherrodBrown, Senator Brown stated, "Climate change is one of the defining moral issues of our time. We have to take aggressive action to protect our future now."100Senator Sherrod Brown has demonstrated leadership by advocating for climate action. According to a 2021 article in 'The New York Times' Senator Brown, who is taking over as chairman of the Senate Banking Committee stated that he would prioritize climate change. He also stated that the committee in the past, "has flat-out pretended that climate change doesn’t exist.” Senator Brown also makes prominent public statements on the issue. According to 'Ohio's Country Journal,' Senator Brown stated, "I just don’t think there are two sides to the issue of climate change. That is what the oil industry wants you to think, that is what Fox News wants people to think, and that is what right wing politicians want you to think, that there are two sides. The facts are facts and climate change is real and climate change is in part being caused by human beings. Every day we delay we make the problem more expensive and more dangerous. We have a president [Trump] who continues to deny climate change... The people that continue to deny climate change should be embarrassed. They are dishonest or they don’t want to face the truth." Senator Brown makes climate change a top priority issue. According to 'Politico,' Senator Brown stated, "I support a green new deal. I think we need to aggressively support climate change [legislation]." 100Senator Sherrod Brown supports a U.S. fee on carbon but does not advocate for it. Budd, Ted 0North Carolina R2022Candidate Ted Budd does not take a clear position on whether climate change is real and human-made, from burning fossil fuels. On his official campaign website, Candidate Budd states, "I support an “all of the above” energy strategy that embraces all of our country’s natural resources. The federal government should not be picking and choosing which energy sources get advantages. Fundamentally, Americans deserve the most affordable fuel available." His support for an 'all of the above strategy' is not productive towards achieving zero carbon emissions and is only harmful to the environment in the long run. 250Candidate Ted Budd makes public statements, advocates or votes against putting a U.S. fee on carbon. U.S. Senate Candidate Ted Budd also currently holds office for the NC 13th congressional district. Cantwell, Maria 4WashingtonD2018Senator Maria Cantwell understands the importance of climate action as a top priority issue. According to a 2020 press release featured on the Senator's website, it states, "Throughout her Senate tenure, Senator Cantwell has been outspoken about the urgent threat of climate change and the need for immediate bipartisan action to address the crisis...As a coastal state, Washington is on the front lines of the climate crisis and particularly impacted by rising sea temperatures. A recent analysis by the UW Climate Impact Group reported that, unless we reduce emissions, sea surface temperatures off Washington’s coast are projected to increase approximately 2.2 degrees Fahrenheit by the 2040s, and statewide average spring snowpack is projected to decline at least 38-46% by 2050."100According to a 2020 press release featured on her website, it states, "In 2018, Cantwell introduced a Senate resolution to affirm the findings of the Intergovernmental Panel on Climate Change (IPCC) report and call for bold action to combat climate change." In a 2019 Senate floor speech the Senator stated, “I want the United States to be a leader in clean energy technology. I don’t want to leave this up to our competitors and other countries for them to reap the benefit of better technology and higher-wage jobs. I want us to reap these benefits. And so I have seen many companies who have made their transition in the energy sector from a fossil fuel focus to now renewables, and I hope that will continue to happen.” Senator Maria Cantwell’s website and position papers advocate for climate action, but not as a top priority issue. 75Senator Maria Cantwell publicly supports and advocates for a U.S. fee on carbon. According to a 2010 article published by the 'The New York Times,' featured on Senator Cantwell's website, "Sen. Maria Cantwell (D-Wash.) said this week she is not sure what Kerry and company have in mind when they describe their "hybrid" approach. She would rather start with her "cap and dividend" idea, written with Sen. Capito, Shelley1West VirginiaR2020Senator Shelley Capito does not take a clear position on whether climate change is real and human-made, from burning fossil fuels. 25In a 2017 press release regarding the U.S. withdrawal from the Paris Agreement, Senator Capito stated, "Today, President Trump kept his promise to roll back one of the most harmful acts of overreach by the Obama administration – the so-called Clean Power Plan. If fully implemented, the Clean Power Plan would have completely decimated West Virginia’s vital coal industry while having no meaningful climate impact." On her, 'Energy and Environment.' page, it states, "Since 2009, the Environmental Protection Agency (EPA) has engaged in unprecedented rulemaking – without the consent of Congress – in an attempt to pick winners and losers and unilaterally disarm the American coal industry. In West Virginia, the attack on coal has reduced revenue for education programs, roads and other public services – impacting thousands of real peoples’ lies and putting thousands of coal miners out of work." Senator Capito demonstrates a lack of leadership with public statements, advocacy or votes against climate action. 0Senator Capito opposes or votes against a U.S. fee on carbon. The Senator was a co-sponsor of (S. Res 472) a 2016 resolution, which would have expressed the sense of the Senate that a carbon tax would be detrimental to the economy of the United States.2512.5https://www.capito.senate.gov/news/press-releases/capito-joins-president-trump-to-sign-measure-reversing-harmful-clean-power-plan- https://www.capito.senate.gov/about/issues/environment https://www.congress.gov/amendment/114th-congress/senate-amendment/928?s=a&r=1 https://www.congress.gov/bill/114th-congress/senate-resolution/472/cosponsors?r=88&s=1&searchResultViewType=expandedRoe
Cardin, Ben 3Maryland D2018Senator Ben Cardin understands the importance of climate action as a top priority issue. On the Senator's campaign website he states, "The best available science tells us that climate change is causing irreparable harm to people who least can afford to adapt to the increasing instances and severity of extreme weather that are adding to social and economic instability. Dealing with climate change has become a national security imperative. It’s having a definitive impact in Maryland, where 70 percent of us live in coastal areas. Superstorms such as Irene and Sandy have wrought damaging floods in places such as Annapolis and Baltimore, while the people of Smith Island are watching their island disappear under rising sea levels. I will always fight back against the seemingly unending efforts to derail foresighted policies that safeguard our environment."100Senator Ben Cardin has demonstrated leadership by advocating for climate action. In a 2019 press release on reported failures to prepare for climate change by the Government Accounting Office (GAO), the Senator stated, “The best available science tells us that climate change is causing irreparable harm and that the increasing instances and severity of extreme weather are adding to social and economic instability.” Senator Cardin also makes prominent public statements on the issue. In a 2020 article published by 'Cecil Daily,' the Senator is quoted saying "As the climate crisis, which threatens the health and well-being of my constituents in Maryland and Americans across the nation, becomes increasingly apparent, people are rightfully demanding action from their federal government." Senator Cardin makes climate change a top priority issue. The Congressman promoted the findings of the 2018 National Climate Assessment, stating in a press release, "The consequences of our inaction on climate change can be found everywhere, from the record-breaking wildfires in California to the repeated, historic flooding in Ellicott City. This report highlights how these and other climate consequences will have an increasingly catastrophic effect on our economy – unless we act now.” 100Senator Ben Cardin publicly supports and advocates for a U.S. fee on carbon. In a 2013 press release, he is quoted saying, "Climate change is among the biggest threats facing the world today. As a global leader, the United States has a responsibility to reduce our carbon emissions. Finding an effective way to price carbon is necessary step forward in our climate change efforts." In a 2017 article in 'Maryland Matters,' the Senator is quoted stating, "But we mentioned carbon taxes... I speak about it frequently. I personally believe it’s an alternative." Senator Cardin also voted against S.Amdt.928 to (S.Con.Res.11), which would have established a deficit-neutral reserve fund to protect the United States from an energy tax.100100https://www.cardin.senate.gov/priorities/issues/energy-and-environment https://www.cardin.senate.gov/newsroom/press/release/cardin-gao-says-failure-to-prepare-for-climate-change-impacts-will-cost-taxpayers https://www.cecildaily.com/news/state_news/cardin-and-van-hollen-aim-for-zero-greenhouse-gases-by-2050/article_bcf54991-ab1e-5520-8da5-1dd1445dd067.html https://www.cardin.senate.gov/newsroom/press/release/following-national-climate-assessment-cardin-and-van-hollen-join-senate-resolution-endorsing-findings-of-recent-climate-change-reports-and-urging-immediate-action https://www.cardin.senate.gov/newsroom/press/release/cbo-releases-important-carbon-tax-report https://www.cardin.senate.gov/newsroom/articles/a-conversation-with-ben-cardin https://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?congress=114&session=1&vote=00103Roe
Carper, Tom 4Delaware D2018Senator Tom Carper understands the importance of climate action as a top priority issue. According to his website, Senator Carper stated, "Climate change is one of the biggest challenges our nation – and our world – faces. The science in support of climate change is sound, and we need to act to address the threat it poses to our economy, our environment, and public health and safety. For too long, many in Congress and across the country denied the overwhelming consensus of science that global warming was real and that man's activities were contributing to it... I look forward to working in Congress to not only mitigate its dangerous effects but also address its root causes."100Senator Tom Carper has demonstrated leadership by advocating for climate action. According to his website, Senator Carper stated, "I introduced legislation with the support of 33 of my colleagues that will put the United States on a path to achieve net-zero emissions by 2050... The Clean Economy Act empowers EPA to use the authorities and tools already at its disposal to reach net-zero greenhouse gas emissions by no later than mid-century." Senator Carper also makes prominent public statements on the issue. According to the 'Sun-Times,' Senator Carper stated, "Climate change is the greatest and gravest threat to our planet. We can overcome the climate crisis, but to do that, we need all hands on deck — and we need to right the ship. The Clean Economy Act is one of the quickest ways we can jumpstart government-wide climate action. By using tools already at EPA’s disposal — tools that have been used under this administration to increase global warming pollution instead of decreasing it — we can take on the greatest threat to our planet in a way that grows our economy, supports a strong labor workforce and protects frontline communities." Senator Carper makes climate change a top priority issue. According to 'Politico,' Senator Carper stated, "We can’t talk enough about climate change -- it’s the greatest threat we face on this planet. We know there is a direct connection between climate change and higher temperatures, rising seas and more frequent extreme weather events. As carbon emissions increase, so do negative climate effects. The path we’re on is unsustainable, and we need real climate action now."100Senator Tom Carper supports a U.S. fee on carbon but does not advocate for it. Casey Jr., Bob 3Pennsylvania D2018Senator Bob Casey Jr. understands the importance of climate action as a top priority issue. According to a 2016 op-ed that he wrote titled, "We Can and We Must Act on Climate Change," published on, 'Medium,' Senator Casey Jr. stated, "The effects of climate change are already being felt in our home states of Pennsylvania and Rhode Island and across the nation. Temperatures are going up; droughts and downpours are becoming worse and more frequent; oceans are warming, rising, and growing more acidic; even migratory bird patterns are shifting." Also, according to the 'Pittsburgh Post-Gazette,' Senator Casey Jr. stated, "climate action is important, essential and urgent."100Senator Bob Casey Jr. has demonstrated leadership by advocating for climate action. According to his website, Senator Casey Jr. "Senator Casey supports the need for a comprehensive climate change plan and EPA’s Clean Power Plan to reduce carbon pollution from new and existing power plants. Senator Casey voted to support EPA’s Clean Power Plan and has spoken out against the Administration's plan to repeal the Clean Power Plan." Senator Casey Jr. also makes prominent public statements on the issue. According to the 'Pittsburgh Post-Gazette,' Senator Casey Jr. stated, "the nation and state already are experiencing climate change in the form of more extreme weather, flooding, droughts, bigger hurricanes, sea level rise, warming oceans, agricultural changes, and migration of invasive species... We’re seeing its impacts now. It isn’t some future threat... But our future will be very dark if we don’t take action." Senator Casey Jr. makes climate change a top priority issue. According to 'TrackBill,' Senator Casey Jr. cosponsored a 2019 joint resolution by Sen. Thomas Carper that called on the United States and Congress to take immediate action to address the challenge of climate change (S.J.Res.9). 100Senator Bob Casey Jr. supports a U.S. fee on carbon but does not advocate for it. Cassidy, Bill1LouisianaR2020Senator Bill Cassidy agrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. On his, 'Energy and Natural Resources,' page it states, "Lowering greenhouse gases is important. Louisiana loses a football field of land every 100 minutes due to erosion and rising sea levels. But we need serious solutions, not bumper sticker slogans. Half-baked ideas like the Green New Deal would evaporate jobs and actually increase global emissions by incentivizing manufacturing to move to high-emitting countries like China." 50The Senator joined Senator Sheldon Whitehouse on the Senate Floor for the first bipartisan, 'Time to Wake Up,' speech. During his speech on the Senate Floor, Senator Cassidy stated, "Everyone in Louisiana is very awakened to this crisis." Senator Cassidy does not oppose climate action.25Senator Cassidy makes public statements or advocates against putting a U.S. fee on carbon. The Senator wrote an op-ed for the Daily Caller, titled, 'To Reduce Carbon Emissions, We Need More Manufacturing,' in which he wrote, "Efforts to 'keep it in the ground, 'tax carbon' or any other scheme to increase the cost of electricity, inevitably leads to 'Made in China' and that is a one-way street to increased global greenhouse emissions. Keeping and returning manufacturing to the US is a better approach." Collins, Susan4MaineR2020Senator Susan Collins understands the importance of climate action but does not see it as a top priority issue. According to the Bangor Daily News, when discussing the impacts of climate change, the Senator, stated, "The federal government cannot afford the billions of dollars in additional funding that is going to be needed if we do not take into account and start acting on the serious consequences of climate change. Spending more than $300 billion each year, in response to severe weather events that are connected to warming waters and producing strong hurricanes, is simply not a solution.”75The Senator was a co-sponsor of the International Climate Accountability Act (S.1743), which according to the Natural Resources Council of Maine, "would prevent the federal government from using any taxpayer resources to withdraw the United States from the Paris Climate Agreement." Senator Collins supports climate action but is not a strong advocate for it. 50Senator Collins opposes or votes against a U.S. fee on carbon. Coons, Christopher2Delaware D2020Senator Chris Coons understands the importance of action on climate change as a top priority issue. On the Senator's, 'Environment,' page, it states, "Climate change is one of the most important challenges facing our nation. To mitigate its impact, Senator Coons believes that we must act quickly to reduce the amount of global warming gases released into the atmosphere. At the same time, we must ensure that our efforts to reduce greenhouse gas emissions provide opportunities for economic growth and do not stifle investment, innovation, and job creation."100Senator Coons has demonstrated leadership by advocating for climate action. In a 2018 climate change speech on the Senate floor, the Senator stated, "We need to do more. Because in my small state, sea-level rise is happening at twice the national rate, and in about 100 years, everyone in Delaware will finally have a beach house. Just not the way they wanted. So let me conclude by saying we need to look forward, not backward when addressing climate change and sea-level rise. We need action, not reaction. We need policy, not politics. We should act today, not tomorrow." The Senator also makes prominent public statements on the issue. In a March 2019 Facebook post, the Senator wrote, "The impacts of climate change – from extreme weather and drought to rising sea levels – are real, pressing, and will only become more extreme the longer we wait to take meaningful action... It's time for Congress to act on climate. Now." Senator Coons makes climate change a top priority issue. He is the co-chair and co-founder of the bipartisan climate caucus in the Senate. 100Senator Coons publicly supports and advocates for a U.S. fee on carbon. The Senator introduced the Climate Action Rebate Act of 2019 (H.R 4051), which, "places an increasing price on carbon and other greenhouse gas emissions, designed to drive down pollution and encourage market-driven innovation in clean energy technologies." Cornyn, John3TexasR2020Senator Cornyn demonstrates a lack of leadership with public statements, advocacy or votes against climate action. Responding to a Senator Schumer tweet, which mentioned that July 2019 was the hottest month on record, Senator Cornyn tweeted back, "It's summer, Chuck." In a 2019 statement on climate change, reported by the Houston Chronicle, the Senator said, "There is a growing consensus the days of ignoring this issue are over. If we all agree that reducing emissions is important I think we have a better way of approaching that than the Green New Deal."0In a 2017 press release applauding the U.S. withdrawal from the Paris Agreement, Senator Cornyn stated, "I applaud the President’s decision today as he continues to turn the page on the previous Administration’s job-killing regulatory agenda. For eight years the Obama White House waged a war on American energy producers, and they characteristically overstepped their authority by unilaterally entering into this agreement. Working together, Congress and the Trump Administration should instead promote innovation-driven energy policies that fit the diverse needs of consumers, businesses, and a growing economy alike." Cotton, Tom1ArkansasR2020Senator Tom Cotton disagrees with the scientific consensus that that climate change is real and human-made, from burning fossil fuels. In a 2014 speech at a lunchtime energy policy panel at the Clinton Library, the then Congressman stated, "The simple fact is that for the last 16 years the earth’s temperature has not warmed. That’s the facts…Now, there’s no doubt that the the temperature has risen over the past 150, 200 years. It’s most likely that human activity has contributed to some of that." 0In a March press release on the Green New Deal, the Senator stated, "The Green New Deal would force a transition in just 10 years, one decade, to 100% green energy, whatever that is...They claim these radical ideas are necessary to stop the threat of climate change. A threat so dire, the Democrats insist, so dire, that we will all be dead in 12 years-12 years-if we don't surrender totalitarian levels of power over our lives to central planners in Washington." Senator Cotton demonstrates a lack of leadership with public statements, advocacy or votes against climate action.0Senator Cotton opposes or votes against a U.S. fee on carbon. While serving in the House of Representatives, the Senator voted in support of a 2013 amendment by Rep. Scalise that would have required Congress's approval before passing a carbon tax (H. Cramer, Kevin 1North DakotaR2018Senator Kevin Cramer disagrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. According to a 2017 article published by 'Vice,' Senator Cramer states on 'Hill Heat' that "These mandates and these wind farms are all based on this fraudulent science from the EPA, meaning their claim that CO2 is a pollutant and is causing global warming… So the idea that CO2 is somehow causing global warming is on its face fraudulent."0Senator Kevin Cramer demonstrates a lack of leadership with public statements, advocacy or votes against climate action. According to an article published by 'The New York Times' in 2016, "Mr. Cramer, who defines himself as a climate change skeptic, discussed in his briefing paper a variety of government regulations that Mr. Trump might do away with if he were president. They included the Obama administration’s Clean Power Plan." In addition, according to an article published by 'Reuters' in 2016, "Cramer has said he believes the Earth is cooling, not warming, and he has opposed efforts by the Obama administration to regulate greenhouse gas emissions." In a 2017 article published by 'Inside Climate News,' it states, '"The U.S. should use its seat at the Paris table to defend and promote our commercial interests, including our manufacturing and fossil fuel sectors,' Cramer wrote." 0Senator Kevin Cramer has no known or an inconsistent position on a U.S. fee on carbon. According to a 2016 article published by 'Vox,' it states, "My idea of a carbon tax would be to help fund clean fossil fuel research and development, not to fund the government, not to punish fossil fuel generation, not to manipulate fuel choice. Even a neutral, a revenue-neutral, carbon tax is inappropriate, in my view. But if we can have a very, very modest carbon tax to fund, again, the solution by utilizing fossil fuels like coal, I think even the industry would support that." According to another article published by the 'Washington Examiner' in 2020, "Cramer has taken other surprising positions, including entertaining the idea of a carbon tax (although he isn’t endorsing the policy). For example, he’s floated the concept of using the proceeds of a carbon tax to help fossil fuel companies pay for carbon capture projects." While the Senator states that he supports a fee on carbon, his idea of one is nobody's idea of a fee on carbon and would have revenues going straight back to oil and gas industries which is worthless as a climate policy. Crapo, Mike 4Idaho R2022Senator Mike Crapo disagrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. According to 'Vice,' Senator Crapo stated, "While there is no dispute over the fact that the Earth's climate has changed many times over the planet's history, the underlying cause of these climactic shifts is ultimately not well-understood and is a matter of vigorous debate." Also, according to his website, Senator Crapo stated, "In order to meet our growing energy demands, our nation must pursue energy from many sources, not just traditional fossil fuels like oil, petroleum or natural gas. Hydroelectric, nuclear, geothermal, solar and other alternative energies are important to supporting our nation’s ability to meet its needs and provide for its energy independence."0According to his website, Senator Crapo stated, "The debate over climate change has raged for many years. Natural factors such as solar activity, volcanic eruptions and orbital changes have affected the Earth's climate, resulting in both ice ages and periods of warming as far back as current technology can measure." Cruz, Ted 2Texas R2018Senator Ted Cruz disagrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. According to 'WNYC Studios,' Senator Cruz stated, "According to the satellite data, there has been no significant global warming for the past 18 years... The global warming alarmists don't like these data. They are inconvenient to their narrative. But facts and evidence matters. And I would note that many in the media reflexively take the side of the global warming alarmists."0According to a 2018 segment on 'Texas Public Radio,' Senator Cruz stated, "The climate has been changing from the dawn of time... The climate will change as long as we have a planet Earth." Also, according to a 2015 'NPR,' segment, when referring to the interviewer, Senator Cruz stated, "You and I are both old enough to remember 30, 40 years ago, when, at the time, we were being told by liberal politicians and some scientists that the problem was global cooling... That we were facing the threat of an incoming ice age... But then, as you noted, the data didn't back that up. So then, many of those same liberal politicians and a number of those same scientists switched their theory to global warming... The scientific evidence doesn't support global warming. For the last 18 years, the satellite data - we have satellites that monitor the atmosphere. The satellites that actually measure the temperature showed no significant warming whatsoever." Daines, Steve1MontanaR2020Senator Steve Daines disagrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. According to the Bozeman Daily Chronicle, when asked about whether climate change was man-made, Senator Daines, stated, "To suggest that it’s human-caused is not a sound scientific conclusion. There is a human component, here, but I think it’s important to recognize there are also natural trends, given the climate is always changing, it’s never static, it’s always increasing or decreasing.”0According to the Missoula Current, when asked about the Green New Deal, the Senator stated, “The Green New Deal is a radical, top-down idea that disregards the impacts on hardworking Montanans and Americans across our country. Plain and simple, it’s a socialist wish list that has nothing to do with conservation or the environment... We should be working towards an all-of-the-above energy agenda focused on smart and efficient conservation, and more innovation, not regulation.” Senator Daines demonstrates a lack of leadership with public statements, advocacy or votes against climate action. 0Senator Daines makes public statements or advocates against putting a U.S. fee on carbon. In a press release on the 2018 Washington State carbon fee ballot initiative, the Senator stated, "Any increase in prices due to taxes imposed by this bill could have detrimental effects on Montana families. They should not have to suffer again because of the actions of a government body nearly one thousand miles away, in a legislature in which they have no voice. This bill will only end up hurting Montana families. We respectfully ask the committee to take into consideration the harmful impacts of this bill on communities outside their own during the upcoming hearing, and further ask that the committee reject the bill if it comes up for consideration.” In 2015 the Senator voted in favor of S.Amdt.928 to (S.Con.Res.11), which would have established a deficit-neutral reserve fund to protect the United States from an energy tax.00https://www.bozemandailychronicle.com/news/environment/congressional-delegation-differs-in-climate-change-views/article_aa926ab5-61bc-572c-ba7d-0228021bcac1.html https://www.missoulacurrent.com/government/2019/03/green-new-deal/ https://www.daines.senate.gov/news/press-releases/daines-gianforte-to-washington-state-dont-kill-montana-jobs- https://www.congress.gov/amendment/114th-congress/senate-amendment/928?s=a&r=1 https://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?congress=114&session=1&vote=00103Roe
Duckworth, Tammy 1Illinois D2022Senator Tammy Duckworth understands the importance of climate action as a top priority issue. According to her website, Senator Duckworth stated, "The truth is that climate change is real, and climate change is here. We can’t ignore it any longer: The Midwest is flooding and the West Coast is burning. Coastlines are sinking while temperatures are soaring. And worldwide, instability is rising as farmland keeps dying... That’s one reason why this work is so important, and why I was so glad to join my colleagues on Wednesday to announce the Senate Democrats’ new Special Committee on the Climate Crisis."100According to her website, "Senator Duckworth believes that climate change poses grave national security, public health and economic threats to our nation that Congress must swiftly address. Already, Illinois and states across the country are witnessing more frequent and severe weather events that not only affect growing seasons, increase heat waves and intensify floods—they can also wipe out entire communities." Senator Duckworth also makes prominent public statements on the issue. According to her Twitter page, @SenDuckworth, Senator Duckworth stated, "Climate change is one of the gravest environmental, economic and national security threats of our time. We’re already experiencing its devastating effects across our country. I’m glad to join @SenatorCarper in intro'ing this resolution calling on Congress to take immediate action" when referring to a climate bill she supports. Durbin, Dick4IllinoisD2020Senator Dick Durbin understands the importance of climate action as a top priority issue. On the Senator's, 'Energy & Environment,' page, it states, "One of the most significant environmental and economic crises our world faces is human-caused climate change...The time for debate has ended, the time to act is now. That’s why Senator Durbin supports enacting commonsense federal laws that would carefully and dramatically slow the rate of carbon emissions and prepare and protect against the consequences of climate change, so that the repercussions for our economy, national security, and the global environment can be addressed before it’s too late."100Senator Durbin has demonstrated leadership by advocating for climate action. The Senator introduced the Climate Change Resiliency Fund for America Act (S.763), which, "Would authorize the U.S. Department of Treasury to issue from $200 million up to $1 billion in state and local tax-exempt 'climate bonds' annually for any American to purchase and contribute to the government’s efforts to combat the impacts of climate change." He also makes prominent public statements on the issue. During a speech on the Senate floor in opposition to President Trump's withdrawal from the Paris Agreement, he stated, "We have a moral obligation to our kids and grandkids to leave future generations with a planet that is not plagued by catastrophic droughts, famine, wildfires, hurricanes, and sea-level rise. We have the tools and know-how to do it, it’s time we rise to the challenge.” Senator Durbin makes climate change a top priority issue. In a February 2019 tweet, he proclaimed, "I’ve said for years: climate change is real, the science is clear, human activity is the cause, and we must act now. Our Republican colleagues must set aside politics and work with Democrats to address this crisis."100Senator Durbin publicly supports and advocates for a U.S. fee on carbon. The Senator wrote an op-ed in The News-Gazette, titled, 'Carbon tax could be effective way to limit emissions.' In his May 2019 op-ed, he writes, "As we pay a heavy price for the extreme weather events brought on by climate change and contemplate even more serious changes in the future, a carbon tax would create a market force for carbon reduction, encourage alternative clean energy sources and promote mechanisms like CCS — all of which would foster the creation of more businesses and jobs." On his official campaign website, Candidate Fetterman states, "I believe that climate change is an existential threat, and we need to transition to clean energy as quickly as possible. But we must do it in a way that preserves the union way of life for the thousands of workers currently employed or supported by the natural gas industry in Pennsylvania and the communities where they live...In the Senate, I will support legislation that combats high gas prices, invests in upgrading infrastructure, and responsibly transitions us to cleaner energy sources. Fischer, Deb 2Nebraska R2018U.S. Senator Deb Fischer disagrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. In a 2013 press release on President Obama's climate plan, the Senator stated, "I agree it is important to examine the science surrounding climate change. I also believe before a problem can be solved, we must understand the nature of the problem itself. While some blame emissions of carbon dioxide for all kinds of harm—including extreme weather—there are various views even within the scientific community." 0Senator Deb Fischer demonstrates a lack of leadership with public statements, advocacy or votes against climate action. According to an article published by the 'Lincoln Journal Star,' it states "the senator acknowledges the climate is changing but believes it is due to natural cycles. She believes that improvements in coal-fired power plants and 'clean coal' technology have satisfied concerns about pollution emissions." Despite this, the Senator was a co-sponsor of the Climate Solutions Act of 2020, which according to the Citizens' Climate Lobby of Nebraska, "is an important step toward solving climate change in a manner that supports Nebraska's farms and ranches."0Senator Deb Fischer has no known or an inconsistent position on a U.S. fee on carbon. Gillibrand, Kirsten 2New YorkD2018Senator Kirsten Gillibrand understands the importance of climate action as a top priority issue. In a 2019 'Medium' blog post announcing her climate plan for her Presidential campaign, the Senator wrote, "Polar ice and glaciers are melting at a rapid pace. Heavy rains are causing catastrophic flooding in the Midwest, leaving farms submerged and homes and businesses destroyed. Changes in our oceans are disrupting fisheries and killing coral reefs. Droughts and wildfires are threatening communities across the West, and extreme weather is leaving millions of people without homes and causing billions of dollars in damage every year." 100Senator Kirsten Gillibrand has demonstrated leadership by advocating for climate action. In voting against the U.S., Mexico, and Canada Agreement, the Senator stated in a 2020 press release that the lack of climate change protections as her reasoning, stating, "This agreement is a missed opportunity to address the urgent threats we face from climate change. It fails to close loopholes for corporate polluters or set binding, enforceable standards to protect clean air and water." Senator Gillibrand also makes prominent public statements on the issue. According to an article published by 'Inside Climate News' Senator Gillibrand stated, “When John F. Kennedy said, ‘I want to put a man on the moon in 10 years,’ he didn’t know if he could do it. But he knew it was an organizing principle. … Why not do the same here? Why not say let’s get to net zero carbon emissions in 10 years not because it’s easy, but because it’s hard?” Senator Gillibrand makes climate change a top priority issue. She demonstrated this by becoming a co-sponsor of the Green New Deal.100Senator Kirsten Gillibrand publicly supports and advocates for a U.S. fee on carbon. According to Gillibrand's 2020 presidential campaign website, she states, "We need to put a price on carbon. If we’re going to get serious about stopping the effects of climate change, we have to decrease our reliance on fossil fuels—and the worst carbon polluters should pay to fix the damage they have caused." The Senator also co-sponsored 2019 carbon-fee legislation, The American Opportunity Carbon Fee Act (S. 1128), which would have imposed "fees on carbon dioxide and other greenhouse gas emissions." Grassley, Chuck 7Iowa R2022Senator Chuck Grassley does not take a clear position on whether climate change is real and human-made, from burning fossil fuels. According to 'Grist,' when asked "are you convinced greenhouse gas emissions cause climate change and are a threat to human health?" Senator Grassley stated, "I’d be foolish if I didn’t give it some consideration because there’s a massive amount of scientists that feel that it does. But there’s also an increasing number of scientists that have doubt about it. And so, not being a scientist, I don’t know exactly where to say only those things that are really quantifiable, and temperature has risen. But the scientific aspect that I still reserving judgment on is the extent to which it’s manmade or natural... I’m a reasonable guy, just not quite convinced." However, according to an interview from the YouTube channel, 'Highway Walkers Media,' Senator Grassley stated, "I'm not a climate change denier. I can read temperatures and they've gone up one and a half or two percentage points the last 100 years. No, there's climate change going on for sure."25According to his website, when discussing the Green New Deal, Senator Grassley stated, "And, of course, since no crisis should be allowed to go to waste, every aspect of the progressive agenda must be implemented to fend off the threat of climate change." The Senator supports bold initiatives, such as creating a national target of 50 percent clean and carbon-free electricity by 2030, as well as strengthening the clean energy sector and making buildings more energy efficient."100Senator Hassan understands the importance of climate action as a top priority issue. In a 2020 press release, Senator Hassan called for Facebook to stop the spread of climate change misinformation, stating, "Denial or misrepresentation of scientific facts regarding climate change puts millions of individuals’ lives at risk. The scientific consensus is clear: global warming and climate change are real, and they are caused by humans. Especially given Facebook’s massive reach, we urge you to review your current fact-checking procedures and reassess how climate change posts are reviewed.” Senator Hassan also makes prominent public statements on the issue. In a 2019 press release condemning President Trump's withdrawal from the Paris Agreement, the Senator stated, "The President’s decision to move ahead with withdrawing from the Paris Climate Agreement threatens the long-term health and security of our people, our economy, and our planet. Hawley, Josh 1MissouriR2018Senator Josh Hawley agrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. According to an article published in the 'St. Louis Post-Dispatch,' states, "Sen. Josh Hawley, R-Mo., who says he believes climate change is real and that humans are contributing, also says that the Green New Deal would drastically shift economic and political power further from people who manufacture goods and grow food to Silicon Valley and Wall Street, which he said already disproportionately benefit from concentrations of technology and finance...Hawley said the better solution would be to push market-based ideas in industries like biofuels, which would help agriculture."50Senator Josh Hawley demonstrates a lack of leadership with public statements, advocacy or votes against climate action. According to a 2018 article of the 'St. Louis Dispatch,' the Senator was quoted stating, "We should look at science and see what the outcomes can be... According to a 2020 article by the 'Farmington Daily Times' when discussing the act, the Senator stated, "The climate crisis often feels too great, too complex, and too difficult to fix... But the truth is, we already have the creativity, workforce and technology to dramatically reduce carbon pollution. All we need is the political will to get it done.” Senator Heinrich also makes prominent public statements on the issue. In a 2020 speech on the Senate Floor concerning the climate crisis, the Senator stated, "Science does not really care whether you believe in it or not. You can deny science as much as you want but the data suggests that the scientific method looks pretty darn well... Whether you believe in climate change or not has no bearing on whether or not it is actually occurring. Unfortunately the data shows a warmer and warmer planet characterized by weather fluctuations that are more extreme and often times more destructive." Senator Heinrich makes climate change a top priority issue. The Senator has been a leader on strengthening regulations on methane emissions, which causes 84 times the global warming of an equal quantity of carbon dioxide over two decades after emissions. In a 2021 press release the Senator wrote a letter co-signed by 23 fellow Democratic Senators, "to President-elect Joe Biden, calling on the incoming Biden-Harris administration to swiftly act to restore and strengthen regulations of methane emissions from oil and natural gas production."100Senator Martin Heinrich publicly supports and advocates for a U.S. fee on carbon. In a press release featured on the Senator's website, it states, "U.S. Sen. Martin Heinrich testified before the Senate on Monday about what he called the global 'climate crisis,' advocating for carbon pollution pricing legislation to reduce harmful emissions. Heinrich is a co-sponsor of the American Opportunity Carbon Fee Act, a bill that would charge coal, oil and natural gas companies a fee for every ton of carbon dioxide pollution they produce." Senator Heinrich voted against S.Amdt.928 to (S.Con.Res.11), which would have established a deficit-neutral reserve fund to protect the United States from an energy tax.10096.88https://www.heinrich.senate.gov/issues/energy https://www.daily-times.com/story/news/politics/new-mexico/2020/02/15/new-mexico-senators-clean-economy-act-2020-climate-change-news/4761196002/ https://www.heinrich.senate.gov/view/heinrich-climate-change-is-not-theoretical-and-it-cannot-be-ignored https://www.youtube.com/watch?v=v5i6qY2hqN4&feature=emb_logo https://www.heinrich.senate.gov/press-releases/heinrich-leads-senate-democrats-in-call-for-strengthened-regulations-of-methane-emissions-from-oil-natural-gas-production https://www.heinrich.senate.gov/in-the-news/sen-heinrich-pushes-for-bill-on-carbon-pollution-fee https://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?congress=114&session=1&vote=00103Roe
Hickenlooper, John 0Colorado D2020Senator John Hickenlooper understands the importance of climate action as a top priority issue. On his campaign website, the candidate states, "Climate change is the defining challenge of our time, and our state is on the front lines of this crisis, with shorter winters, catastrophic floods and wildfires, and continued air pollution... It is imperative that we address the climate challenges we face with a fierce sense of urgency — human lives and livelihoods are at stake... First and foremost, we are calling for a transition to a 100% renewable energy economy with net-zero emissions by 2050, with an interim goal of a 43% reduction below 2005 levels in greenhouse gas emissions by 2030 — exactly where many of the world’s leading scientists tell us we need to go."1000Senator Hickenlooper publicly supports and advocates for a U.S. fee on carbon. Senator Hirono also makes prominent public statements on the issue. According to the 'Washington Examiner,' Senator Hirono states, "From committing to 100% renewable energy, to embracing a carbon neutral economy, Hawaii has taken aggressive action to combat climate change because of the threat it poses to our way of life... Confronting the challenge of climate change requires a comprehensive approach to transforming our country in a way that prioritizes environmental health and wellness." Senator Hirono makes climate change a top priority issue. According to 'Congress.gov,' Senator Hirono cosponsored a bill titled, A joint resolution calling on the United States and Congress to take immediate action to address the challenge of climate change (S.J.Res.9). 100Senator Mazie Hirono supports a U.S. fee on carbon but does not advocate for it. According to 'Honolulu Civil Beat,' when asked "Do you support a cap and trade approach to reducing carbon dioxide emissions or would you favor a carbon tax instead?," Senator Hirono stated, "I support reducing our nation’s escalating production of carbon dioxide. I am flexible on the means to do this, so long as the process sets fixed reduction goals and promotes the development of green jobs and clean, renewable energy." Luján, Ben Ray 0New Mexico D2020Senator Ben Ray Luján understands the importance of climate action as a top priority issue. On his campaign website, the candidate states, "We have a duty to support responsible, clean energy policies that protect our environment and encourage innovation... Renewable sources are critical to securing our country’s energy needs now and in the future, and I’ll continue to ensure New Mexico is a leader in the clean energy economy to the benefit of our families, workers, and environment." The candidate was the "Highest-ranking co-sponsor of the Green New Deal – a bold legislative effort to transition the United States to a clean energy future, take decisive actions to combat the climate crisis, and promote a platform of environmental justice" and "Championed the Clean Energy Standard Act, legislation that will put the United States on a path toward net-zero emissions by the 2050s, increase the production of renewable resources by more than 25 percentage points, and prevent 30,000 premature deaths from air pollution in the U.S." Also, on his Facebook page, @RepBenRayLujan, the candidate states, "As a New Mexican, I've seen climate change firsthand. The increasingly violent wildfires, droughts, and extreme weather that plagues rural communities like my own. We need action NOW." 1000Senator Luján has no known or an inconsistent position on a U.S. fee on carbon. 5092.5https://benraylujan.com/priorities/ https://www.facebook.com/RepBenRayLujan/posts/-the-climate-crisis-requires-all-of-us-to-speak-out-and-demand-climateactionnow-/10156207892861121/ https://lujan.house.gov/issues/energy https://www.publicnewsservice.org/2020-07-03/climate-change-air-quality/action-plan-unveiled-as-climate-change-clock-ticks-down/a70736-1Roe
Lummis, Cynthia 0WyomingR2020Senator Cynthia Lummis disagrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. According to a 2020 article featured on the "Washington Examiner" website, the candidate states, "'Those who say climate change is an existential threat are completely mistaken,' Lummis said. 'We do have time to address this. We should address it."' In the same article it also states, "She also insisted that fossil fuel use doesn't need to be reduced to address climate change adequately, a view shared by most Republicans that is at odds with what climate scientists recommend." According to a 2020 interview with Lummis featured on the "Branding Iron" website, it states, "While Lummis conceded flexibility on the minimum wage issue, she rigidly opposed aggressive action to combat climate change. She vehemently opposed the Green New Deal, where she said 'focusing on fossil fuels… as the culprit for climate change is misplaced,' and that agricultural carbon-capture and sequestration methods are the best way to reduce the amount of carbon in the atmosphere...Lummis appeared to struggle to say the phrase 'climate change.'"00Senator Lummis makes public statements or advocates against putting a U.S. fee on carbon. According to the "Iowa State University" website which contains the archeives of Women's political communication, Lummis states, "Cap and trade is a tax that will be used to change the way that you use power--meaning electricity, oil, gas--and anything that comes from carbon--meaning oil, gas, or coal, specifically. And those sources of energy represent 50 percent of the electricity in this country, which comes from coal, and also a significant amount, of course, of our gasoline coming from oil, and natural gas, which is used to heat our homes. These all emit carbon. And in order to change the American behavior and the way that we use these carbon-emitting substances, the Obama administration proposes to tax them. It will be called a cap and trade system, which is a market-based system, but it's cleverly disguised as a market-based system because, in reality, it is a tax, a carbon tax, and it will be paid by the American consumer."00https://www.washingtonexaminer.com/policy/energy/cynthia-lummis-bets-on-fossil-fuels-in-seeking-return-to-congress http://www.uwbrandingiron.com/2020/03/06/an-interview-with-u-s-senate-candidate-cynthia-lummis/ https://awpc.cattcenter.iastate.edu/2017/03/21/fiscal-responsibility-march-9-2009-2/ https://www.ontheissues.org/house/Cynthia_Lummis_Energy_+_Oil.htm https://www.lummisforwyoming.com/issues/Roe
Manchin, Joe 2West VirginiaD2018Senator Joe Manchin understands the importance of climate action but not as a top priority issue. According to the 'Energy and Natural Resources' page on his website, it states, "Senator Manchin believes in an all-of-the-above energy policy and, as Ranking Member of the Senate Energy and Natural Resources Committee, he has doubled down on his commitment to a broad range of pragmatic climate solutions." However, “All of the above,” requires the continued burning of fossil fuels. In a 2019 op-ed Senator Manchin co-wrote with Senator Lisa Murkowski in the Washington Post, it states, "There is no question that climate change is real or that human activities are driving much of it. We are seeing the impacts in our home states. Scientists tell us that the Arctic is warming at twice the rate of the rest of the world. Rising temperatures and diminishing sea ice on Alaska’s shores are affecting our fisheries and forcing some remote communities to seek partial or total relocation. In summer 2016, West Virginia experienced unprecedented flooding that killed 23 residents and inflicted tremendous damage across the state."75In a 2021 Q&A with 'E&E News' the Senator when asked if he was open to the idea of a clean energy standard, stated, "Oh, yeah, we are open to everything on that. The bottom line is, though, when you are doing the things we are doing, you have to do it in a way that you don't create one vast economic depression on the price of coal because another one has opened up with opportunities." During the same interview, the Senator advocated for the continued consumption of fossil fuels, stating, "I am an all-in energy person. I want to use all the resources we have. My first and foremost thing on this Energy Committee is to do everything I can to maintain energy independence in the United States of America. And then we can show the world how to clean up the climate by using them with the technology that we can be developing and innovation technology that needs to be done. I think the bill we passed in the omnibus bill is a tremendous step in that investment. That's the way we should be going." Senator Joe Manchin does not oppose climate action.25Senator Joe Manchin makes public statements or advocates against putting a U.S. fee on carbon. "According to a 2019 article published by the 'Washington Examiner,' "Manchin, meanwhile, said he would prefer to see the revenues of a carbon tax be spent on technologies that would allow the continued use of fossil fuels, while reducing emissions, such as carbon capture and storage. But he added he’s yet to see a carbon tax approach he could support." Senator Joe Manchin was a co-sponsor of (S. Markey, Ed2Massachusetts D2020Senator Ed Markey understands the importance of climate action as a top priority issue. Under 'Priorities' the Senator's 'Climate Change' page, it says: "Global climate change presents one of the gravest threats to our planet’s health, and to America’s economy, national security, and public health. Landmark studies such as the United Nations’ Intergovernmental Panel on Climate Change Special Report and the U.S. National Climate Assessment Fourth Report have made it clear that we need bold action to avoid the worst impacts of climate change, and we may have as few as 12 years to achieve it." 100Senator Markey understands the importance of climate action as a top priority issue. The Senator is the chairman of the The Senate Climate Change Task Force. Senator Markey also makes prominent public statements on the issue. In a press release introducing (S.2565) A bill to establish a Global Climate Change Resilience Strategy, to authorize the admission of climate-displaced persons, and for other purposes, he stated, "The climate crisis is fueling an humanitarian crisis around the world, and without intervention the crisis will become a catastrophe.” The Senator makes climate change a top priority issue. From his 'Energy & the Environment' page, "Most notably, Ed is the Senate co-author of the Green New Deal with Congresswoman Alexandria Ocasio-Cortez, a 10-year mobilization to transform our economy and democracy, all while addressing climate change. It calls for a massive investment in 100 percent clean, renewable, zero-emitting energy; green transportation; and climate-resilient infrastructure, supporting the creation of millions of new jobs." He introduced A resolution recognizing the duty of the Federal Government to create a Green New Deal (S.Res.59). 100Senator Markey publicly supports and advocates for a U.S. fee on carbon. An article in 'The World,' said, "The Post's Editorial Board recently laid out its own argument for a Green New Deal that, unlike the AOC-Markey plan, includes carbon pricing and stops short of broader progressive goals. Stephen Stromberg of the Post, who authored the editorial, expressed some surprise that the Green New Deal did not include carbon pricing, noting that in 2009, Sen. Markey co-sponsored a carbon-pricing bill that, at the time, was considered 'the premier global warming/climate change legislation of the Obama era.'” In 2015 the Senator voted against S.Amdt.928 to (S.Con.Res.11), which would have established a deficit-neutral reserve fund to protect the United States from an energy tax.100100https://www.markey.senate.gov/priorities/climate https://www.edmarkey.com/tweets/climate-change-is-the-national-security-challenge-of-our-time-we-owe-it-to-our-veterans-and-servicemembers-to-stop-fighting-wars-in-the-middle-east-that-fuel-our-countrys-addiction-to-oil-and-fossi/ https://www.markey.senate.gov/news/press-releases/congressional-climate-champions-applaud-local-action-on-display-at-the-global-climate-action-summit https://www.congress.gov/bill/116th-congress/senate-bill/2565/text https://www.markey.senate.gov/news/press-releases/senator-markey-introduces-first-of-its-kind-legislation-to-address-climate-refugee-crisis https://www.congress.gov/bill/116th-congress/senate-resolution/59?q=%7B%22search%22%3A%5B%22green+new+deal%22%5D%7D&s=1&r=2 https://www.congress.gov/amendment/114th-congress/senate-amendment/928?s=a&r=1 https://www.pri.org/stories/2019-04-11/green-new-deal-doesnt-include-carbon-pricing-some-say-thats-big-mistake https://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?congress=114&session=1&vote=00103Roe
Marshall, Roger 0Kansas R2020Senator Roger Marshall does not take a clear position on whether climate change is real and human-made, from burning fossil fuels. In an interview with '3KSN,' a local news outlet in Kansas, the candidate stated, "I’m not sure that there is even climate change." The article also stated, "he’s not convinced that its mission of fighting climate change is worth it." However, in a speech for the Environment Subcommittee Hearing on Ocean Health, the candidate stated, "Like plant and animal life on land, marine life and oceans themselves evolve. The chemistry and ecology change and life adapts. It has been happening for millions of years. Unfortunately, scientific evidence suggests that the pace of change has increased over the last century, adding more stress to our complex marine ecosystems... Some of this stress is the result of increased levels of carbon dioxide and other greenhouse gasses in the atmosphere that are absorbed by the ocean."250Senator Marshall makes public statements or advocates against putting a U.S. fee on carbon. It’s up to us, working in close collaboration—the way we have right here in Tahoe for more than two decades—to come up with innovative approaches to climate."100Senator Cortez Masto understands the importance of climate action as a top priority issue. According to a 2019 press release discussing four bills introduced by Senator Cortez Masto that would invest in clean transportation infrastructure on public lands, the Senator stated, "These bills provide the economic incentives for companies, state and local governments to invest in this critical infrastructure that strengthens America’s clean energy future, creates jobs and combats climate change.” Senator Cortez Masto also makes prominent public statements on the issue. In a Senate floor speech posted on her Facebook page, Cortez Masto stated, "You don't have to look far to see that our climate is changing...it's a serious crisis that must be met with serious action." Senator Cortez Masto makes climate change a top priority issue. In a 'Medium' blog post advocating against the environmental injustices, her constituents face the Senator wrote, "I want to make sure the voices of every community in Nevada are heard. That’s why I’m working on legislation that reflects the conversations I’ve had with Nevadans who want a healthier environment. My Renew America’s Schools Act will improve the health of Nevada’s communities by using more zero-emission school buses and enhancing air quality in classrooms. I’m also proud to support the Clean Energy for America Act, which would reduce carbon pollution over the next decade, and the Climate Change Health Protection and Promotion Act, which would develop research and a national action plan to address public health challenges posed by climate change." 100Senator Catherine Cortez Masto has no known or an inconsistent position on a U.S. fee on carbon. McConnell, Mitch6KentuckyR2020Mitch McConnell agrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. According to The Hill when asked if he believes in human-caused climate change, he responded, "I do. The question is how do you address it. … The way to do this consistent with American values and American capitalism is through technology and innovation … not to shut down your economy, throw people out of work."50The Senate Majority leader refused to take up the Climate Action Now Act (H.R 9) in the Senate. The bill would, "require the President to develop and update annually a plan for the United States to meet its nationally determined contribution under the Paris Agreement on climate change." According to The Hill, Senator McConnell stated, "This futile gesture to handcuff the U.S. economy through the ill-fated Paris deal will go nowhere here in the Senate. Menendez, Bob 3New JerseyD2018Senator Bob Menendez understands the importance of climate action as a top priority issue. On the Senator's 'Energy and Environment' page, it states "Bob knows that we need bold action on climate change, and we need it now. From fighting offshore drilling, to calling for a speedy transition to a net-zero economy and supporting renewable energy, Bob will always fight to ensure New Jersey is, and will continue to be, a leader in climate action. He also understands that a healthy environment is critical to the health and quality of life of New Jerseyans, and is fighting to protect our clean air and water, clean up our Superfund sites, and keep our oceans pristine and healthy."100Senator Bob Menendez has demonstrated leadership by advocating for climate action. Senator Menendez introduced the Climate Security Act of 2019 (S. 745), which would have ensured that misguided political ideology on climate change does not compromise the quality of U.S. intelligence and national security strategies. In a 2019 press release on the bill, he stated, "Climate change is a threat to New Jersey, to the United States, and to the security and stability of our world." Senator Menendez also makes prominent public statements on the issue. In a press release featured on the Senator's website about a speech he delivered to members of New Jersey's Chamber of Commerce, he states, "We must answer the climate threat. We can start by killing off truly bad ideas – like bringing offshore drilling to the Jersey Shore. That’s why I reintroduced the COAST Anti-Drilling Act to permanently ban drilling and seismic testing in the Atlantic – with record support. We must also pass bold legislation to achieve net-zero greenhouse gas emissions by 2050, like my colleagues and I have proposed with the Clean Economy Act." Senator Menendez makes climate change a top priority issue. After the U.S. officially pulled out of the Paris Agreement in November 2020, Senator Menendez issued a press release threatening new legislation, stating, "Congress also has a role to play in ensuring this climate crisis is turned into a tremendous opportunity for U.S. leadership and economic growth. Merkley, Jeff2OregonD2020Senator Jeff Merkley understands the importance of climate action as a top priority issue..On the Congressman's, 'Tackling Climate Change,' page, it states, "The carbon pollution in our atmosphere from burning fossil fuels like oil and coal is waging a direct and unchecked assault on our farming, fishing and forests – the cornerstones of Oregon’s rural economy... Congress needs to wake up. Climate change is real, and it’s bad for our economy and jobs, especially in rural Oregon and the places that most depend on our abundant natural resources." 100Senator Merkley has demonstrated leadership by advocating for climate action. In a press release endorsing the findings of the 4th National Climate Assessment, the Senator stated, "The Trump Administration clearly wants to bury the findings of this new report, just like they want to bury their heads in the sand rather than acknowledge the truth about our climate. But we won’t let them." Senator Merkley also makes prominent public statements on the issue. In a February 2019 speech on the Senate floor, the Senator stated, "...We see the impacts of carbon pollution and climate chaos in every single state...We see it through the more powerful forest fires, hotter, more acreage, more destruction." Senator Merkley makes climate change a top priority issue. Also, according to the 'American Association for the Advancement of Science,' a nonprofit organization, Senator Murkowski stated, "we’ll be working to advance cleaner energy technologies that can help reduce greenhouse gas emissions." However, on her campaign website, Senator Murkowski it states, "Greater production of everything from oil, natural gas, and coal to hydropower, wind, solar, and biomass will create new jobs and economic opportunities... A firm believer that 'energy is good,' Senator Murkowski is a strong proponent of ‘all of the above’ policies.'" "All of the above,” requires the continued burning of fossil fuels.50According to a 2020 'E&E News,' article, an environment-focused online news organization, Senator Murkowski "added that she's still striving to put the energy package she developed with Energy and Natural Resources ranking member Joe Manchin... on the floor by the end of this year... she said the energy package could be a "perfect base to begin next year." Also, according to the 'Senate Committee on Energy and Natural Resources,' Senator Murkowski stated, "As more renewables come online and the mix of baseload power changes, we must focus on maintaining grid reliability and resiliency. We also must keep energy affordable, while working to advance cleaner energy technologies that can help reduce greenhouse gas emissions.” However, according to E&E News, "Murkowski said achieving net-zero emissions by 2050 — a target scientists have set to avoid the worst effects of climate change — is a stretch goal." However, Senator Murkowski voted for S.Amdt.928 to (S.Con.Res.11), which would have established a deficit-neutral reserve fund to protect the United States from an energy tax.2531.25https://eos.org/articles/sen-murkowski-warns-about-the-impact-of-climate-change https://www.sciencemag.org/news/2019/03/us-senate-republicans-hold-rare-climate-hearing-and-more-might-be-coming https://www.murkowski.senate.gov/issues/issues-and-priorities/energy https://www.eenews.net/eedaily/stories/1063716797 https://www.energy.senate.gov/2019/3/murkowski-climate-change-is-a-policy-priority https://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?congress=114&session=1&vote=00103 https://www.murkowski.senate.gov/press/release/-murkowski-reiterates-strong-support-for-codification-of-roe-v-wade-Supports Roe
Murphy, Chris 3Connecticut D2018Senator Chris Murphy understands the importance of climate action as a top priority issue. According to a post made by Senator Murphy on his Facebook page, @ChrisMurphyCT, he stated, "Climate change is the most pressing challenge facing our generation and President Trump is responding by unwinding progress on greenhouse gas emissions and stacking his administration with climate deniers." 100Senator Chris Murphy has demonstrated leadership by advocating for climate action. In an interview with 'WAMC Radio,' Senator Murphy stated, "Second, climate change. We've got about five years before, this thing is irreversible. And so it's not just rejoining Paris, it's also about passing domestic legislation, an American climate change bill that allows us to be able to lead with real moral authority when we're asking other countries to make major changes as well." Senator Murphy also makes prominent public statements on the issue. According to a video titled "Senator Chris Murphy on Climate Change in New England" on Yale University's YouTube channel, Senator Murphy stated, "I've chosen to refocus and reup my work on the issue of climate change as a new United States Senator for one simple reason... because this is one of those issues that if you don't change habits now the trend lines may be so locked in that they cannot be reversed... it may be too late and so that's why so many of us who came to the house of the Senate maybe five or ten years ago caring about this issue now have it at the top of our priority list because we see a very short time window in terms of our ability to act." Senator Murphy makes climate change a top priority issue. He demonstrated this by becoming a co-sponsor of the Green New Deal. According to the 'Connecticut Post,' Senator Murphy stated, "Climate change is the most pressing problem facing our generation... It is already posing a security threat to our nation, and we are feeling its impacts in real time. We need bold ideas if we’re going to rise to meet this challenge. I’m proud to join Senator Markey and Representative Ocasio-Cortez as an original co-sponsor of the Green New Deal.”100Senator Chris Murphy supports a U.S. fee on carbon but does not advocate for it. According to the 'Hudson Institute,' Senator Murphy stated, "So whether it be a carbon tax or renewed effort at, um, a carbon cap, um, I just am not sure any of those bilateral wins are possible unless we, um, engage in some domestic legislation that shows that we’re willing to lead by example." Senator Murphy was voted against S.Amdt.928 to (S.Con.Res.11), which would have established a deficit-neutral reserve fund to protect the United States from an energy tax. 7590.63https://www.facebook.com/ChrisMurphyCT/posts/climate-change-is-the-most-pressing-challenge-facing-our-generation-and-presiden/10156840011508961/ https://www.wamc.org/post/congressional-corner-chris-murphy-52 https://www.youtube.com/watch?v=6dk-5V4I18E https://www.ctpost.com/local/article/Some-CT-Dems-slow-to-support-new-climate-change-13619425.php https://www.hudson.org/research/15459-transcript-a-conversation-with-u-s-sen-chris-murphy https://www.murphy.senate.gov/issues/climate-change-and-the-environment https://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?congress=114&session=1&vote=00103Roe
Murray, Patty 5WashingtonD2022Senator Patty Murray understands the importance of climate action as a top priority issue. According to the 'Climate Change' page on her website, it states, "Our nation is faced with a growing global demand for energy, a heavy reliance on fossil fuels, record-high energy prices, and environmental concerns regarding energy use. Washington state families are struggling with energy costs in these tough economic times, but also want a more diversified national energy policy that lessens our dependence on foreign oil and encourages cleaner forms of energy to help combat global warming. The Pacific Northwest has much to lose from climate change, including increasingly severe storms and rising sea levels. Global warming also negatively impacts forest, coastal, and salmon habitats, and economically-important farmland, as well as human health."100In 2019 Senator Murray joined 25 other Senators in a letter to President Trump urging him to reconsider withdrawing from the Paris Agreement. The letter stated, “As the second largest global emitter of greenhouse gases, and the largest historical emitter, it is imperative that the United States assume our rightful place as a global leader in the fight to combat climate change, yet with this action you are ceding American leadership to other nations at great political and economic costs.” According to a 2018 press release regarding a report from the United Nations’ scientific panel on climate change, Murray stated "It’s no longer acceptable to treat climate change like a problem for future generations to solve. The devastating effects of climate change are here... The United States, with our economic strength and unmatched scientific know-how, can and absolutely should be a leader in what must be a global all-hands-on-deck effort." Senator Murray’s website and position papers advocate for climate action, but not as a top priority issue. 75Senator Patty Murray supports a U.S. fee on carbon but does not advocate for it. Ossoff, Jon 0Georgia D2020Senator Jon Ossoff understands the importance of climate action as a top priority issue. On his campaign website, the candidate states, "The scientific consensus is unambiguous: if pollution from fossil fuel combustion is not controlled, the consequences will be dire... We can meet our energy needs without destroying the environment — but only by rapidly transitioning to clean energy sources, dramatically reducing carbon emissions, and increasing energy efficiency... That’s why I’ll support a historic infrastructure plan that includes massive investments in clean energy, energy efficiency, and environmental protection."1000Senator Ossoff has no known or an inconsistent position on a U.S. fee on carbon. 5092.5https://electjon.com/policy/ https://www.cnbc.com/2020/07/16/jon-ossoff-on-why-young-voters-should-help-flip-georgia-blue.html https://cleanenergy.org/blog/wtcs-ossoff/ https://ballotpedia.org/Jon_OssoffRoe
Padilla, Alex0CaliforniaD2022Senator Alex Padilla understands the importance of climate action as a top priority issue. In a March 2021 press release on his website, "Senator Padilla spoke about the importance of building back better to protect our communities and address the climate crisis, including implementing climate resilient infrastructure across the nation saying, 'We have additional challenges nowadays that are absolutely undeniable challenges posed by climate change. […] We need to address the resiliency given extreme weather that is impacting every region of the country in different ways.'” 100Senator Alex Padilla has demonstrated leadership by advocating for climate action. According to an August 2021 press release on his website, "U.S. Senator Alex Padilla (D-Calif.) delivered a forceful speech calling on the Senate to act on the latest alarming report from the Intergovernmental Panel on Climate Change (IPCC) detailing the shortening window of time to act before the planet becomes inhospitable for future generations." Senator Padilla also makes prominent public statements on the issue. From a Youtube video posted by Forbes Breaking News, the senator spoke at the California Academy of Sciences, stating that "...we can slow the pace of climate change and even bring down temperatures by the middle of this century. But our path to avert a climate catastrophe is narrowing each and every day. So let me be clear, climate cannot be on the chopping block in this or any budget. We cannot afford to leave these problems to be dealt with another day. We need to act boldly and tackle this crisis head on. Across the country, across industries, and truly around the world we need to end our dependence on fossil fuels." Senator Alex Padilla makes climate change a top priority issue. From a November 2021 press release on his website, "In March 2021, Senators Padilla and Feinstein sent a letter to President Biden asking him to reinstate California’s authority to set greenhouse gas and zero-emission vehicle standards and follow California’s lead by setting a date by which all new cars and passenger trucks sold are zero-emission vehicles. In July, the Senators also sent a letter to President Joe Biden pushing the Administration to revise the nitrogen oxide (NOx) emission standards for on-highway heavy-duty trucks, which have not been revised in 20 years." On November 5, 2021, "...U.S. Senators Alex Padilla and Dianne Feinstein (both D-Calif.) joined a bicameral effort to urge Environmental Protection Agency (EPA) Administrator Michael Regan to strengthen new greenhouse gas emission vehicle standards. In a letter to Administrator Regan, the lawmakers call for EPA to adopt the most stringent of the proposed alternatives for the vehicle greenhouse gas emissions standard rulemaking for passenger cars and light trucks for Model Years 2023-2026."100Senator Alex Padilla publicly supports and advocates for a U.S. fee on carbon. Paul, Rand 2Kentucky R2022Senator Rand Paul disagrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. According to a 2014 article in 'The Hill,' Senator Paul "said in a recent interview that the science behind climate change is 'not conclusive,' calling people who tie extreme weather to a changing climate ignorant." Also, according to the 'Washington Post,' "Paul said the earth goes through periods of time when the climate changes, but he’s 'not sure anybody exactly knows why... The earth’s 4.5 billion years old, and you’re going to say that we had four hurricanes and so it proves a theory?'"0According to 'Vox,' Senator Paul stated, "While I do think man may have a role in our climate, I think nature also has a role. The planet's 4.5 billion years old. We've been through geologic age through geologic age. We've had times when the temperature’s been warmer, we’ve had times when the temperature’s been colder, we’ve had times when the carbon in the atmosphere has been higher." Also, according to the the 'Courier Journal,' when referring to climate change, Senator Paul stated, "No @AOC the world will not end in 12 years but we must, absolutely must do something, over the next 500 million years." Senator Rand Paul demonstrates a lack of leadership with public statements, advocacy or votes against climate action. 0Senator Rand Paul makes public statements or advocates against putting a U.S. fee on carbon. According to 'Grist,' Senator "Paul has voted to strip the EPA of its legal authority... to prevent Congress from placing any tax or fee on carbon pollution." Also, the Senator was a co-sponsor of (S. Peters, Gary1MichiganD2020Senator Gary Peters understands the importance of climate action as a top priority issue. In a speech on the Senate floor, Senator Peters stated, “The scientific community is sounding the alarm about the urgent need to address the causes of global climate change. Scientists here in the United States and across the world overwhelmingly agree that the weight of evidence is clear: global temperatures are rising, drastic changes in weather and climate have accompanied this warming, and humans are largely responsible due to our emissions of greenhouse gases into the atmosphere." 100Senator Peters has demonstrated leadership by advocating for climate action. The Senator and Ranking Member of the Senate Homeland Security and Governmental Affairs Committee hosted an April 2019 field summit examining the rising costs to taxpayers from extreme weather and climate change. The Senator also makes prominent public statements on the issue. In a March 2019 speech on the Senate floor, Senator Peters remarked, "I’m disappointed that instead of working together on common-sense efforts and treating climate change with the seriousness that it deserves – the Republican Senate Majority Leader has chosen to waste limited floor time on a political stunt…Rather than playing partisan games, it is time to find unity and take bold action. The Senate must come together to pass real concrete policies that will help mitigate climate change and ween us from our dependence on fossil fuels." Senator Peters makes climate change a top priority issue. In a Senate floor speech in opposition to Andrew Wheeler's nomination for EPA Administrator, the Senator stated, "We must confront climate change! I’ve been advocating for action since before I ran for Congress—it’s an issue impacting our economy, our health and safety, and our national security. I am committed to continuing to work with my colleagues to find innovation and achievable solutions to address climate change – but we also need a leader at EPA who can help find commonsense ways to address this very serious threat, protect our environment, and ensure that our country can remain economically competitive."100Senator Peters supports a U.S. fee on carbon but does not advocate for it. Reed, Jack4Rhode IslandD2020Senator Reed understands the importance of climate action as a top priority issue. On the Senator's, 'Environment,' page, it states, "He also recognizes that our environment is under constant stress from a changing climate. Warming temperatures and weather volatility pose a threat to our environment, economy, and national security, and Senator Reed believes that part of our mitigation strategy must include a national energy policy that limits carbon pollution, focuses on the development of clean, renewable energy sources that create jobs, and holds big polluters accountable. He also believes that communities must take action to better adapt to a changing climate. This includes the increase in resilience of our critical infrastructure and emergency preparedness."100Senator Reed has demonstrated leadership by advocating for climate action. Along with Senator Brian Schatz, Senator Reed introduced the Requiring Every American Defense Installation to Nullify Environmental Stresses for Security (READINESS) Act of 2019 (S.1156), which would protect military bases from extreme weather events by requiring them to prepare for potential disasters and other risks posed by severe changes in environmental conditions. Senator Reed also makes prominent public statements on the issue. In a 2019 Senate floor speech, the Senator stated, "With increasing frequency in recent years, climate change has been commonly referred to as a threat multiplier. Simply put, climate change can and will exacerbate conditions in regions with already tenuous stability." Senator Reed makes climate change a top priority issue. In a January 2019 press release, the Senator stated, "Whether the Trump Administration wants to admit it or not, climate change is already costing the [Defense] Department significant amounts of taxpayer resources and impacting military readiness." 100Senator Reed supports a U.S. fee on carbon but does not advocate for it. Risch, Jim2IdahoR2020Senator Jim Risch does not take a clear position on whether climate change is real and human-made, from burning fossil fuels. According to the Idaho State Journal, when asked about climate change, the Senator stated, “There’s no question there’s climate change. I mean, that’s … science. The pictures are there if you look at the pictures. The cause of it, there’s debate on that. I think the theory is a very valid theory, that it’s caused by human emissions. If that’s the case, I’ve read some of the stuff about that, and the world’s in a very precarious situation if that’s the case.”25According to Boise State Public Radio Senator Risch was one of 22 Senators to send a letter to President Trump urging him to withdraw from the Paris Agreement. Romney, Mitt1UtahR2018Senator Mitt Romney agrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. According to his website on the 'Clean Air, Energy, and Water' page, it states, "The United States can and should be a worldwide leader in energy production and in developing solutions to climate change. I support greater efficiency standards here at home in our cars, trucks, homes, and factories. We are fortunate Utah's coal power plants, which provide over 70 percent of our electricity, are at the forefront of the clean coal industry. But in order to address the realities of climate change, we will need the collective work of all 50 states and our global partners. I believe the way we will see a dramatic improvement in our climate conditions is with innovation from the private sector. I support creating new pathways for innovation in clean infrastructure, and climate and energy research through a public-private partnership. I also believe that a long-term, sustainable solution requires us to work with like-minded Senators from both sides of the political aisle."50According to a 2019 article published by 'The Hill,' is it stated that, '"There’s no question that we’re experiencing climate change and that humans are a significant contributor to that,' Romney told The Hill. 'In my view, the course forward is going to require innovation and technology breakthrough because nothing I’ve seen is going to reverse the warming trend other than that.'" Additionally, according to a 'Desert News' article published in 2019, "Sen. Mitt Romney has joined a bipartisan Senate group that aims to find answers to climate change...Romney said it would serve as a starting point for discussion about potential solutions for dealing with climate change." However, according to a 2019 article published by 'AP News,' "Romney said he’s opposed to the Green New Deal economic package intended to fight climate change, calling it 'silliness' in part because much of the growth in emissions is coming from developing countries such as India and Brazil rather than the U.S. The U.S. should instead provide incentivizes for entrepreneurs to develop cleaner energy sources while also helping people who work in industries that could be left behind, such as coal mining, he added." Senator Mitt Romney's supports climate action but is not a strong advocate for it.50Senator Mitt Romney publicly supports and advocates for a U.S. fee on carbon. According to a 2019 article published by 'AP News,' "Romney discussed the benefits of a carbon tax, a fee based on each ton of carbon dioxide emissions produced by fossil fuels that some major oil companies have adopted. He suggested a portion of the tax revenue could go to coal workers in rural communities that would suffer financially from the move to cleaner power alternatives." This resolution makes clear what we can no longer deny as fact -- the catastrophic effects of climate change are real, and things will get worse if we don’t act.” 100According to a 2020 press release, "Senator Rosen helped introduce the Clean Economy Act, legislation that would require the Environmental Protection Agency (EPA) to implement policies that will help the United States achieve net-zero greenhouse gas emissions by 2050, as well as boost American competitiveness, promote healthier communities, and foster a growing and fair economy." Senator Rosen also makes prominent public statements on the issue. In a 2020 speech on the Senate floor concerning the wildfires in the western U.S., the Senator stated, "In a 2019 press release announcing her support for the Renewable Electricity Standard (RES) Act of 2019 (S. 1974), she stated, "'We must take bold action in order to address the threat that climate change poses to our country... I will continue to support forward-thinking solutions to this serious issue, and work to grow our clean energy economy in Nevada.'" The legislation would create a framework for progress by incentivizing strong investments in solar and wind technologies and setting a goal for the U.S. to achieve at least 50% renewable electricity nationwide by 2035. Rubio, Marco 2Florida R2022Senator Marco Rubio does not take a clear position on whether climate change is real and human-made, from burning fossil fuels. According to a 2016 'CNN,' article, Senator Rubio stated, "humans are contributing to what's happening in our climate, there's no consensus on how much of the changes that are going on are due to human activity." However, according to a 2019 'South Florida Sun Sentinel,' article, Senator Rubio stated, "climate change is an issue that the state currently faces, and that it must be addressed by real solutions... People can have a debate about what we can do about climate change and the causes, but the bottom line is that the rising of sea levels is immeasurable in Florida... So, if you represent South Florida or live in South Florida, it's really not something you can ignore."25According to a 2019 op-ed he wrote for 'USA Today,' Senator Rubio stated, "The world is not going to end in 12 years as some climate alarmists claim, but I can tell you Florida will be forced to continue making adjustments in the coming decades because of the changing climate... The good news is these problems are manageable... Americans, particularly Floridians, are right to be concerned about the changing climate. But they are also right to be concerned about a regressive overreaction." However, according to his website, Senator Rubio stated, "Changes in our climate, such as the rise of sea levels, are measurable facts. Many communities in Florida are already dealing with the consequences of these changes and will have to adapt to and mitigate against their impact for decades to come... I look forward to working with my colleagues to find real and responsible solutions in a bipartisan way.” Senator Marco Rubio does demonstrates a lack of leadership with public statements, advocacy or votes against climate action.0Senator Marco Rubio makes public statements or advocates against putting a U.S. fee on carbon. According to the 'Herald-Tribune,' Senator Rubio stated, "Attempting to reverse engineer the U.S. economy to absolve our past climate sins — either through a carbon tax or some ‘Green New Deal’ scheme — will fail." The Senator was a co-sponsor of (S. Sanders, Bernie 3VermontI2018Senator Bernie Sanders understands the importance of climate action as a top priority issue. According to the Senator's website under the 'Energy and Environment' page, it states, "Virtually the entire scientific community agrees that human activity is a significant driver of global warming. The United Nations’ Intergovernmental Panel on Climate Change warns that if we do not drastically reduce greenhouse gas emissions, the already-disastrous effects of global warming will get much worse – including crop failures, increasing hunger and illness, more extreme weather, and extinction of species. As the wealthiest country on the planet and the second largest emitter of greenhouse gases, the United States needs to lead the fight against global climate change. We have a moral obligation to preserve this planet for future generations. Senator Sanders believes that climate change is one of the greatest existential threats facing the planet." 100Senator Bernie Sanders has demonstrated leadership by advocating for climate action. According to his website under the 'Energy and Environment' page, it is stated that Senator Sanders has addressed numerous bills to address the climate crisis including, "The Climate Emergency Resolution would declare climate change a national emergency and require a massive-scale mobilization to address it; the Fracking Ban Act, which is based on Vermont’s ban on fracking, would prohibit federal agencies from approving any permits that would expand fracking infrastructure, including new pipelines. The bill would also ban fracking completely by the year 2025; The Energy Efficiency Block Grant Program authored by Senator Sanders provided $3.2 billion through the 2009 economic stimulus to help homeowners, small businesses, and municipalities implement innovative weatherization and energy efficiency projects." Senator Sanders also makes prominent public statements on the issue. According to his 2020 presidential campaign website under 'The Green New Deal' page, he is quoted saying, "The climate crisis is not only the single greatest challenge facing our country; it is also our single greatest opportunity to build a more just and equitable future, but we must act immediately." Senator Sanders makes climate change a top priority issue. He demonstrated this by becoming a co-sponsor of the Green New Deal. 100Senator Bernie Sanders supports a U.S. fee on carbon but does not advocate for it. According to an article published in 2020 by 'Inside Climate News,' "His plan doesn’t specifically mention a carbon tax, though Sanders has long advocated an aggressive carbon tax, and one was included in the Democratic Party platform in 2016 at his campaign’s behest." According to another article published by 'The New York Times' in 2019, it is stated that, "Michael Oppenheimer, a professor of geoscience and international affairs at Princeton University, said Mr. Sanders’s plan did not appear to take political realities into account. He also said he was disappointed that Mr. Sanders no longer supported a carbon tax, a position he embraced in 2016." Senator Bernie Sanders voted against S.Amdt.928 to (S.Con.Res.11), which would have established a deficit-neutral reserve fund to protect the United States from an energy tax.7593.75https://www.sanders.senate.gov/issues/ https://berniesanders.com/issues/green-new-deal/ https://www.congress.gov/bill/116th-congress/senate-resolution/59/cosponsors?searchResultViewType=expanded https://insideclimatenews.org/news/04012020/bernie-sanders-climate-change-global-warming-election-2020-candidate-profile/ https://www.nytimes.com/2019/11/14/climate/bernie-sanders-climate-change.html https://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?congress=114&session=1&vote=00103Roe
Schatz, Brian 2Hawaii D2022Senator Brian Schatz understands the importance of climate action as a top priority issue. According to 'Honolulu Civil Beat,' "Hawaii Sen. Brian Schatz is at the forefront of Democrats’ push to make climate change a top priority in American politics should his party retake power in Washington after the November elections... The proposal seeks to achieve net-zero global emissions by 2050, spur economic growth by increasing annual federal spending on climate initiatives to 2% of gross domestic product and create at least 10 million new jobs." Also, according to 'Congress.gov,' Senator Schatz cosponsored a bill titled, A resolution expressing the sense of the Senate that climate change is real and that the National Science Foundation should engage on the communication of sound climate change science to the public (S.Res.573). 100According to his website, when discussing a Democratic special committee on the climate crisis he chairs, Senator Brian Schatz stated, “In order to take bold action, we need a broad coalition. We have put together a group of people who are leading on climate in different ways. And that is going to be the foundation for our success... With this group, we have the necessary pieces to take this issue seriously — to make real inquiries and real analysis. We are treating this like the planetary emergency it is." Senator Schatz also makes prominent public statements on the issue. According to 'Vox,' Senator Schatz stated, "When it comes to climate action, the question is not whether we can afford to pay for it; it’s how much it will cost us if we don’t take action. I do not think it is credible any longer to imagine, after a $2 trillion tax cut and several trillion dollars spent in necessary Covid relief money, that we couldn’t come up with the money to solve a planetary crisis." Senator Schatz makes climate change a top priority issue. According to 'Congress.gov,' Senator Schatz cosponsored a bill titled, A joint resolution calling on the United States and Congress to take immediate action to address the challenge of climate change (S.J.Res.9). Senator Brian Schatz has demonstrated leadership by advocating for climate action. 100Senator Brian Schatz publicly supports and advocates for a U.S. fee on carbon. According to Senator Sheldon Whitehouse's website, Senator Schatz stated, "A price on carbon pollution is one of the best options we have for bipartisan action, and it is one of the best options we have for tackling climate change... By putting a price on pollution, our bill provides a market-based solution for dealing with the planetary emergency that is climate change.” Also, Senator Schatz voted against S.Amdt.928 to (S.Con.Res.11), which would have established a deficit-neutral reserve fund to protect the United States from an energy tax. 100100https://www.civilbeat.org/2020/08/schatz-dems-poised-to-roll-out-big-bold-climate-legislation/ https://www.congress.gov/member/brian-schatz/S001194?q={%22subject%22:%22Environmental+Protection%22}&searchResultViewType=expanded https://www.schatz.senate.gov/press-releases/schatz-to-chair-newly-launched-senate-democratic-special-committee-on-the-climate-crisis https://www.vox.com/energy-and-environment/21396261/senate-climate-change-committee-report-brian-schatz-koch-industries https://www.whitehouse.senate.gov/news/release/whitehouse-schatz-heinrich-gillibrand-introduce-updated-carbon-fee https://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?congress=114&session=1&vote=00103 https://www.schatz.senate.gov/news/press-releases/schatz-statement-on-supreme-court-decision-to-overturn-roe-v-wadeSupports Roe

Schumer, Chuck 4New YorkD2022Senator Chuck Schumer understands the importance of climate action as a top priority issue. According to a press release featured on the 'Senate Democrats' website regarding the Climate Committee's New Report on climate action, Senator Schumer stated, “The climate crisis is not some distant threat. It is here now, and it will be catastrophic if we don’t strike back immediately. Over the next few decades, climate change will affect every part of American life: our health, our economy, our national security, even our geography. Democrats are committed to working—decisively and aggressively—to avoid the steep human and economic costs of a worsening climate crisis, and to guide the transition to a low carbon economy." 100Senator Chuck Schumer has demonstrated leadership by advocating for climate action. In a 2020 article published by 'The Hill,' Senator Schumer stated, “When Democrats retake the majority in the Senate, we will unify to move swiftly on legislation to tackle the climate crisis. Passing climate legislation will be a top priority for Senate Democrats and for me." Senator Schumer also makes prominent public statements on the issue. In a 2019 'Politico' article documenting Senator Schumer's thoughts on New York State's Climate and Community Protection Act, which mandates carbon emissions reductions from all sectors of New York's economy by 40% by 2030, and 85% by 2050, the Senator stated, "Passage of the CCPA would position New York to lead the national debate on how we can tackle climate change and would offer an example for other states to follow — on how to do so while also building a more just and equitable economy." Senator Schumer makes climate change a top priority issue. In 2019, the Senator introduced the Clean Cars For America Proposal, which would have resulted in "63 million less carbon-emitting cars on the road" according to a press release. The press release also stated that the, "Initiative would accelerate the critical transition to net-zero carbon emissions by mid-century by making electric vehicles and charging infrastructure accessible to all Americans, regardless of where they live and work, and would firmly establish the United States as the global leader in electric vehicle and battery manufacturing."100Senator Chuck Schumer supports a U.S. fee on carbon but does not advocate for it. According to an article published by the 'Washington Examiner,' "Sen. Chuck Schumer said he thinks Congress could pass legislation to impose a fee on carbon emissions if Democrats win back the Senate and presidential frontrunner Hillary Clinton takes the White House in 2016...The New York Democrat said he envisions Republicans would push for a value-added tax in that scenario to shore up federal revenues, but that Democrats would reject it, calling it 'regressive.' But Schumer, who is in line to take over as the Senate Democratic leader after Senate Minority Leader Harry Reid retires in 2016, said a carbon tax is a type of value-added tax his party would support." Scott, Rick 1Florida R2018Senator Rick Scott does not take a clear position on whether climate change is real and human-made, from burning fossil fuels. He may consider it to be real, but it's not clear if he thinks it's human-made from the burning of fossil fuels. In an op-ed in the Orlando Sentinel he wrote, "Climate change (which is real and requires real solutions) is the religion of the new Left in America." The 'South Florida Sun Sentinel' stated, "Sure, the former governor placed the words in parentheses and in a disparaging context. But, look. Even Rick Scott is using the words “climate change” and recognizes it’s real. Perhaps he can now share his thoughts on real solutions." The 'Tampa Bay Times' says, "Scott initially denied the impact of human-induced global warming when he first ran for office in 2010, saying he has 'not been convinced that there's any man-made climate change.'" He has since been reluctant to engage on the issue, answering only, "I'm not a scientist," when asked about it. According to the 'NRDC Action Fund,' "Florida state employees have come forward with stories of climate change “censorship” in Florida government under Scott. Scott often dodged questions about his own views on climate change, often using the phrase, 'I’m not a scientist.'"25Senator Rick Scott demonstrates a lack of leadership with public statements, advocacy or votes against climate action. According to the 'NRDC Action Fund,' "Governor Scott has regularly put the wishes of corporate polluters above the needs of Florida’s environment and families. He’s sided with a fringe movement of climate change deniers, defunded popular and bipartisan conservation programs, and undermined the enforcement of air, water, and climate protections."0Senator Rick Scott has no known or an inconsistent position on a U.S. fee on carbon. Scott, Tim 2South Carolina R2022Senator Tim Scott disagrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. According to 'The Post and Courier,' "In 2015, amid the debate over the Keystone XL pipeline, Democrats offered an amendment stating that global warming was real and that human activity "significantly” contributes to climate change. Republicans countered with a similar amendment, omitting the word “significantly.”... Scott voted no on both."0According to a 2017 'Vice,' article, Senator Scott "Voted in support of S.J. Res. 24, a "resolution of disapproval" under the Congressional Review Act that would nullify the Environmental Protection Agency's Clean Power Plan—the first nation-wide limit on greenhouse gas emissions from power plants, and key climate change policy." Also, according to 'Stacker,' Senator Scott's "record is among the Senate’s most staunchly anti-environment and staunchly pro-energy industry. Scott was a vocal proponent of President Trump’s decision to withdraw from the Paris Climate Accord." Senator Tim Scott demonstrates a lack of leadership with public statements, advocacy or votes against climate action.0Senator Tim Scott makes public statements or advocates against putting a U.S. fee on carbon. Shaheen, Jeanne2New HampshireD2020Senator Shaheen understands the importance of climate action as a top priority issue. On the Senators, 'Energy and Environment,' page, it states, "The verdict on climate change is in. According to the UN Intergovernmental Panel on Climate Change (IPCC), a group of 3,000 scientists from over 130 countries who have studied climate change for over twenty years, global emissions must be stabilized by midcentury in order to avoid the most catastrophic and irreversible consequences of climate change. Senator Shaheen is committed to enacting policies that will reduce carbon pollution by 80 percent by 2050."100Senator Shaheen has demonstrated leadership by advocating for climate action. The Senator introduced the International Climate Accountability Act (S. 1743), which would direct the President to develop a plan for the United States to meet its nationally determined contribution under the Paris Agreement. Senator Shaheen also makes prominent public statements on the issue. In a 2018 Senate floor speech on the 4th National Climate Assessment, she stated, "The report makes it abundantly clear that every American – every American – is affected by climate change, and the threat it poses will get worse unless we take action.” Senator Shaheen makes climate change a top priority issue. In an April 2019 Tweet, the Senator discussed the effects of climate change on New Hampshire, stating, "In NH, the effects of climate change are already causing serious damage, as shown by rising sea levels on NH’s Seacoast, the loss of trees and moose in our forests, and the erosion of the tourist industry, which is the livelihood of hundreds of thousands of Granite Staters."100Senator Shaheen supports a U.S. fee on carbon but does not advocate for it. Smith, Tina1MinnesotaD2020Senator Tina Smith understands the importance of climate action as a top priority issue. In a Floor speech demanding action on climate change, the Senator stated, "The problems of a changing climate are already known to us Minnesotans. Our winters are milder than they used to be. We know that rain patterns are changing. We are prone to long hot, dry spells in the summer, but when the rains do come, they are more intense. Storms bringing more than six inches of rain used to be extremely rare, but now Minnesota suffers more than almost anywhere else in the country from a climate-driven increase in “mega-rain events.”100Senator Smith has demonstrated leadership by advocating for climate action. In a September 2019 Washington Times op-ed, titled, "U.S. Should Lead the ‘Clean Energy Revolution’ and Learn from State Innovations," the Senator wrote, "Climate change is real. It is caused by humans, and it’s damaging to our health, our families and our environment. If we don’t take aggressive action to reduce greenhouse gas emissions, it will get worse." The Senator also makes prominent public statements on the issue. In an interview on the Resources for the Future podcast, when discussing climate change, Senator Smith stated, "...the impacts of climate change are happening more rapidly and with a bigger impact in the Great Lakes area, where Minnesota is right on the border of the Lake Superior, than other parts of the country. So this is deeply concerning. We're seeing not only more warming in the Great Lakes region, outpacing warming in other parts of the country, but also the frequency and the intensity of storm events in the Great Lakes area are happening more than we're seeing in other parts of the country." The Senator makes climate change a top priority issue. The Senator has pushed for stricter requirements to be included in the proposed Climate Risk Disclosure Act of 2019 (S.2075), stating in a press release, "I believe we should lead. This legislation would help investors know the serious risks associated with our changing climate, and then help us get to work on combatting these risks for the good of our public health and America's economic competitiveness." 100Senator Tina Smith has no known position on a U.S. fee on carbon. Stabenow, Debbie 4MichiganD2018Senator Debbie Stabenow understands the importance of climate action as a top priority issue. On the Senator's 'Environment and Great Lakes' page, it states, "Senator Stabenow knows that climate change is real and is having a serious impact on Michigan. Our lakes are getting warmer, which is bad for our cold-water fish populations but great for invasive species like Asian carp. Our weather is also getting more intense— leading to catastrophic storms and flooding. Stabenow understands we can and must take real action now to do something about the carbon pollution and other greenhouse gases that are causing climate change." 100Senator Debbie Stabenow has demonstrated leadership by advocating for climate action. In 2019 the Senator prepared a report titled, "The Climate Crisis and Michigan," stating in an ensuing press release, "Science is clear. The climate crisis is already impacting Michigan’s public health, our Great Lakes, agriculture and our economy.” Senator Stabenow also makes prominent public statements on the issue. According to a 2019 article in 'Michigan Live,' the Congresswoman was quoted stating, "We’re seeing the high lake levels, we’re seeing more ticks and mosquito diseases and flooding. We need to identify the fact that that’s related to carbon pollution and the climate crisis so we can do something about it." Senator Stabenow makes climate change a top priority issue. In a 2020 speech on the Supreme Court nomination of Amy Coney Barrett, the Senator stated, "If a Justice Barrett sides with the powerful against people, I think we all know what that means for the future of our world. During her confirmation hearing, Judge Barrett refused to say whether or not she believes that climate change exists saying she is not a scientist. You don’t need to be a scientist. Just ask people in Michigan about what is happening in our state. The climate crisis is already affecting Michigan agriculture, our environment, our public health, our Great Lakes."100Senator Debbie Stabenow supports a U.S. fee on carbon but does not advocate for it. Sullivan, Dan1AlaskaR2020Senator Dan Sullivan does not take a clear position on whether climate change is real and human-made, from burning fossil fuels. In an interview with C-SPAN, the Senator stated, "There is no doubt climate change is happening in Alaska, and, you know, it's opening up opportunities that you see in the Arctic, but it's also opening up significant challenges." 25In an interview with KTUU-TV, the Congressman advocated for exporting natural gas as a climate change solution, stating, "I always say one of the best ways you can work to reduce greenhouse gas emissions is ship clean, burning Alaska natural gas to Japan, to Korea, to Taiwan, to China. That would do more to help reduce greenhouse gas emissions than almost any other thing that we can do.” Congressman Sullivan demonstrates a lack of leadership with public statements, advocacy or votes against climate action.0In 2015 the Senator voted in favor of S.Amdt.928 to (S.Con.Res.11), which would have established a deficit-neutral reserve fund to protect the United States from an energy tax.2512.5https://www.c-span.org/video/?448769-2/span-interviews-senator-dan-sullivan&start=827 https://www.ktuu.com/content/news/Sen-Sullivan-says-Alaskas-natural-gas-could-play-a-role-in-curbing-effects-of-climate-change-507281871.html https://www.congress.gov/amendment/114th-congress/senate-amendment/928?s=a&r=1 https://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?congress=114&session=1&vote=00103Roe
Tester, Jon 3MontanaD2018U.S. Senator Jon Tester understands the importance of climate action but does not see it as a top priority issue. On the Senator's 'Energy and Environment' page, it states, "Jon also knows the climate is changing. He sees it firsthand on his farm, where planting and harvesting seasons are beginning earlier each year. Jon envisions an energy economy that supports high-paying jobs and addresses the threat of climate change—an energy economy powered by Montana commonsense. That’s why Jon has worked across the aisle to introduce legislation that will help burn coal cleaner and capture the carbon emissions from coal-powered plants. Jon has also introduced legislation to strengthen the renewable energy sector and ensure Montana’s public lands are being used responsibly to support energy jobs." 75U.S. Senator Jon Tester website and position papers advocate for climate action, but not as a top priority issue. According to a press release featured on the Senator's website, "Following reports that USDA is intentionally burying climate research, Tester is demanding Secretary Perdue stop the routine deemphasizing of climate change within the agency and work to find ways to alleviate its impact on American farmers...'USDA agricultural and climate research helps us farmers adapt to these new adverse growing conditions, helping us conserve resources and better manage the land,' wrote Tester. 'That’s why it is particularly troubling to hear reports that USDA is suppressing climate change research in the name of politics." Senator Tester also makes prominent public statements on the issue. According to an article published by the 'Missoula Current' the Senator stated that, "'We need to sit down and have a debate and figure out some common sense policies that will deal with climate change,' Tester said. 'Right now, with what’s going on with this administration, it’s just the opposite. They’re taking away (average fuel economy) for cars. They’re letting polluters pollute more than they did before."' Tillis, Thom1North CarolinaR2020Senator Thom Tillis disagrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. In an August 2018 interview, when asked about climate change, the Senator stated, "Well, I think we have to come up with several strategies to recognize reality. That climate changes. Sometimes it changes just because it has over millennia, and other times it changes because of human factors. And if you don’t have a strategy, 1) to try and reduce the impact that human factors have on it, and 2) to adapt when the reality is that we’re gonna have to adapt in some cases, then…it has an impact on business. It creates another element of uncertainty that…business hates uncertainty. So there’s a lot of reasons to do it, for the obvious stewardship of the environment, but for also stewardship of business." In a 2014 Senate primary debate when asked if climate change was a fact, the Congressman stated, "No."0On the Senator Tillis', 'Climate & Conservation,' page, it states, "The 4th National Climate Assessment report serves as a glaring reminder of the long-term risks of climate change. Both parties need to work together to deploy an innovative, market-driven strategy to combat the impacts of climate change." In a press release regarding the Green New Deal, the Senator stated, "Climate change does pose real long-term challenges to our country and the rest of the world. Economic prosperity and protecting our environment are not mutually exclusive goals. I believe we can address climate change with realistic and responsible market-driven solutions that foster innovation, competition, and economic growth. I look forward to working with my colleagues on those solutions.” Senator Tillis does not oppose climate action. 25Senator Tillis opposes or votes against a U.S. fee on carbon. Senator Van Hollen is a leader in the effort to clean up Maryland’s Chesapeake Bay, address climate change, and protect our air, land, and water resources for our children and future generations." 100U.S. Senator Chris Van Hollen has demonstrated leadership by advocating for climate action. The Senator introduced the National Climate Bank Act (S.2057), which according to a subsequent press release, would "leverage $35 billion in public funds to fund as much as $700 billion in total investment into projects that support clean energy, reduce emissions." Senator Van Hollen also makes prominent public statements on the issue. In a 2020 tweet supporting the Green New Deal, the Senator stated, "Anyone who thinks the Green New Deal is too 'radical' should pay attention to the devastating wildfires on the West Coast, which are directly linked to inaction on climate change. This isn’t about politics—we must act now to save lives and our planet." Senator Van Hollen makes climate change a top priority issue. He favors an "all of the above," portfolio approach that employs solar, wind, bio-fuels, nuclear energy, next generation battery technologies, and investment in research that focuses on using carbon capture technology so we can continue to use our domestic resources, such as coal, more responsibly." In a July 2019 Tweet, he wrote, "We ignore climate change at our own peril. Climate change poses one of the greatest threats to our economy and national security, which is why I have been steadfast in fighting for legislation to cut carbon pollution and prepare our communities for the effects we know will come."100Senator Sheldon Whitehouse has demonstrated leadership by advocating for climate action. According to his website, Senator Whitehouse stated, "Since 2012, I have gone to the Senate floor every week the Senate is in session to speak out on climate change... My American Opportunity Carbon Fee Act would cut the nation’s greenhouse gas emissions in half by 2029... I created the National Oceans and Coastal Security Fund to prepare our coastline for rising seas, storm surge, and other climate change risks. Since 2016, Congress has provided $113 million in funding." Senator Whitehouse also makes prominent public statements on the issue. According to his YouTube channel, 'Senator Sheldon Whitehouse,' in is 250th speech on climate change for the Senate, Senator Whitehouse stated, "what has not changed is the scientific certainty about what is happening in our atmosphere and oceans. Scientists have understood that burning fossil fuels causes our planet to heat up since the days when Abraham Lincoln was riding around Washington DC in his top hat. This is not new news. Nearly four decades ago Exxon's own scientists reported to Exxon management that there is 'little doubt that atmospheric co2 concentrations were increasing due to fossil fuel burning.' They said back in 1982 that the resulting greenhouse effect, and this is a quote from Exxon, 'would warm the Earth's surface causing changes in climate affecting atmospheric and ocean temperatures rainfall patterns soil moisture and potentially melting the polar ice caps.' There was no legitimate debate over the science when I started in 2012 and there is no legitimate debate over the science today indeed the science has only strengthened." Senator Whitehouse makes climate change a top priority issue. According to his website, Senator Whitehouse stated, "Nearly every economist who has seriously studied climate change has concluded that a carbon fee needs to be a big part of the solution... A carbon fee will unleash the power of the markets, reducing emissions by making polluters pay the American people for harm caused by their products, and boosting carbon reduction industries by strengthening their business case." Wicker, Roger 3MississippiR2018Senator Roger Wicker disagrees with the scientific consensus that climate change is real and human-made, from burning fossil fuels. According to a 2015 article published in 'Mashable,' "When the Senate voted by an unusually lopsided margin of 98-to-1 to declare: 'It is the sense of the Senate that climate change is real and not a hoax,' the famously skeptical Inhofe voted with the majority — even co-sponsoring the amendment. Instead, Sen. Roger Wicker (R-Miss.) was the lone 'no' vote... Wicker has said on several occasions that there is no proven link between carbon dioxide, which is produced by burning fossil fuels such as coal and oil, and temperature changes. He has also repeatedly said that there has been no global warming in the last 15 to 17 years."0In a 2017 Op-Ed published in 'USA Today,' the Senator wrote, "I signed a letter with 21 of my Senate colleagues urging President Trump to withdraw from the Paris climate agreement... The Paris agreement stood in the way of President Trump’s efforts to eliminate these costly carbon dioxide rules. But this would be the least of its harm. A report released in March by NERA Economic Consulting suggests that the climate deal could cost the U.S. economy nearly $3 trillion and more than 6 million industrial sector jobs by 2040." Senator Roger Wicker demonstrates a lack of leadership with public statements, advocacy or votes against climate action.0Senator Roger Wicker makes public statements or advocates against putting a U.S. fee on carbon. In a 2016 press release on his opposition to a fee on carbon, it stated, "U.S. Senators Roger Wicker, R-Miss., and Thad Cochran, R-Miss., today voiced their opposition to a tax on carbon dioxide (CO2), which would raise the cost of electricity, gasoline, natural gas, and other energy sources... Wyden, Ron 5Oregon D2022Senator Ron Wyden understands the importance of climate action as a top priority issue. According to his website, Senator Wyden stated, "the effects of climate change are already being felt in every region of the United States... sea levels are rising, wildfires are getting worse and water supplies are diminishing – hitting right at the heart of the local economy in Oregon and elsewhere... these effects will continue to get worse if strong actions are not taken immediately to curb emissions of greenhouse gases and move toward a low-carbon economy."100According to his website, Senator Wyden stated, "American businesses, farmers, ranchers and families are experiencing the effects of climate change in the United States today. Inaction on climate change is no longer an option, so those who would criticize EPA’s plan have a responsibility to put forward their own ideas on how to move to a low-carbon economy. Climate change is the most important environmental challenge of our time. Without immediate action, its effects will only get worse. EPA’s proposed rule offers an opportunity to put our country on the road to lower emissions and put each state in the driver's seat to determine its own best course." Senator Wyden also makes prominent public statements on the issue. According to 'The Oregonian,' when referring to his plan to address climate change, Senator Wyden "went on to say he would cut 40-odd concessions for fossil fuel companies written into the nation’s tax code... 'I propose we get rid of those 40-some and substitute three: one for clean energy, one for clean transportation fuel and one for efficiency... Let’s tell everybody in the United States that it’s time to get more green that actually costs us less green.'" Senator Wyden makes climate change a top priority issue. According to an article he wrote for 'Politico,' Senator Wyden stated, "Addressing climate change is a national security issue, but renewable energy is also a jobs issue, a health issue and a pocketbook issue for each American family. Constantly improving technology means that low-carbon renewable energy is cleaner, cheaper and safer than burning fossil fuels... Congress needs to kick the carbon habit. We need a “Green New Deal” that helps all Americans take advantage of this fundamental change... Urgency is everything. Failure to act spells dire consequences for our economy, the health and safety of our families and most vulnerable communities, and the future of our planet." Senator Ron Wyden has demonstrated leadership by advocating for climate action. 100Senator Ron Wyden supports a U.S. fee on carbon but does not advocate for it. Senator Wyden voted against S.Amdt.928 to (S.Con.Res.11), which would have established a deficit-neutral reserve fund to protect the United States from an energy tax. According to 'Earth Forums,' "Indiana is represented by Todd Young, who made President Obama's list of representatives denying the science of climate change and blocking progress on efforts to solve the global warming problem. Todd Young states that he concludes as a non-scientist that 'the science has not settled.'" However, according to 'ABC News,' Senator Young stated, "I believe the climate is changing. I believe that all flora fauna and human beings have some impact on that. I also believe fervently that we can protect our environment without wrecking our economy.”25Senator Todd Young demonstrates a lack of leadership with public statements, advocacy or votes against climate action. According to 'WLKY News,' when asked about climate change, Senator Young stated, "My mind remains open about various scientific questions and so forth. We're often told that there is a consensus among scientists and I've come to discover with the number of scientists that I've talked to and the number of things I read, that's not necessarily the case. I think we need to prepare for the worst, so I support energy efficiency measures. I think natural gas has been a big part of the solution if in fact we need to reduce man-generated carbon dioxide emissions. And, I think any public policy that doesn't account for the fact that most C02 emissions don't come from the United States, but they come from other countries is a flawed policy. Let's not unilaterally tax our power and our people to solve a global problem, which is what so many democrats have proposed." 0Senator Todd Young makes public statements or advocates against putting a U.S. fee on carbon. According to 'Congress.gov,' Senator Young cosponsored a concurrent resolution titled, Expressing the sense of Congress that a carbon tax would be detrimental to the United States economy (H.Con.Res.89) which stated that a carbon fee "is not in the best interest of the United States." Senator Young was not in Congress to vote on S.Amdt.928 to (S.Con.Res.11), which would have established a deficit-neutral reserve fund to protect the United States from an energy tax. 06.25Opposes Roe
